Quick Summary
The Department of Veterans Affairs (VA), specifically the Marion VA Health Care System, is soliciting proposals for Private Ethernet Transport Services to support its Illinois Law Enforcement Agencies Data System (LEADS 3.0) connectivity. This opportunity anticipates a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This acquisition is unrestricted. Offers are due May 13, 2026, by 5:00 PM CST.
Scope of Work
The contractor will provide a dedicated private Layer 2 Ethernet transport circuit from the Marion VA Health Care System to an Illinois Century Network (ICN) Point of Presence (POP). The service must not traverse the public internet and requires a minimum bandwidth of 10-20 Mbps, with higher speeds acceptable. The transport circuit must terminate at the building demarc and extend to the Main Distribution Frame (MDF), located in the Police Dispatch Office (Building 42, Room A102). Logical segmentation for LEADS traffic is required, along with the provision and installation of necessary internal cabling and pathways. Equipment must adhere to CJIS and VA security requirements, supporting 802.1X authentication. A minimum service level of 99.9% availability is recommended. Vendors are responsible for coordinating with ICN/Illinois Department of Innovation and Technology (DoIT) for POP details and handoff requirements.
