• Revised Statement of Work (SOW):

  • The SOW now includes requirements for a new DirecTV system hardware and installation, annual corrective maintenance, and programming.
  • The Place of Performance is the Zablocki VA Medical Center in Milwaukee, WI, across multiple buildings.
  • The Period of Performance spans a Base Year (June 1, 2026 – May 31, 2027) and four Option Years.
  • The scope includes providing an upgraded DirecTV system capable of meeting facility requirements, delivering a minimum of 24 specified channels in High Definition to all 408 TV locations, and allowing for future expansion.
  • The contractor is responsible for providing monthly programming and all required equipment.
  • The government will own all equipment, including cabling and head-end equipment.
  • Specific hours of operation and holiday definitions are provided.
  • Government Furnished Equipment (GFE) includes head-end space, AC power, and coax RF connection.
  • Facility check-in/out procedures and access to the head-end location are detailed.
  • Performance standards include system acceptance audits and procedures for service interruptions, including a 24/7 toll-free number for technical support and credit for loss of service exceeding eight continuous hours.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for Satellite TV Service for the Clement J. Zablocki VA Medical Center. The government intends to award a firm-fixed-price contract using simplified acquisition procedures under FAR Part 13.5.

• Provide DirecTV channels and all necessary equipment to tune in and broadcast required channels in High Definition.

• Connect to the hospital’s existing coax cable network.

• Ensure continuous DirecTV programming without interruption.

• Provide a minimum of 24 specific HD channels, including A&E, ESPN, CNN, Fox News, TBS, etc.

• Maintain service without significant interruption during any changeover period.

• Allow for future expansion of the channel lineup.

• Contractor personnel must adhere to all VA facility rules, including drug-free policies, no smoking, and no weapons.

• Contractor personnel must comply with VHA Directive 1192 regarding seasonal influenza vaccination or masking.

• Contractor personnel require background checks and credentialing.

• Period of Performance: Base Year (June 1, 2026 – May 31, 2027) with four (4) Option Years.

• Place of Performance: Zablocki VA Medical Center, Milwaukee, WI, specifically in Buildings 111, 70, 144, 123, 43, 150, 146, 147, and 148.

• Estimated quantity of 408 HD televisions.

• Quotes are due by the date and time specified in Block 8 of the SF 1449.

• Evaluation will be based on Technical Capability, Experience, and Price.

• The acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) as indicated in Box 10 of the SF 1449 and further detailed in VAAR 852.219-73.

• Offerors must be certified SDVOSBs listed in the SBA certification database.

• Limitations on subcontracting apply (50% for services).

• FAR clauses 52.212-1, 52.212-4, and 52.212-5 are incorporated by reference or attached.

• Invoices must be submitted electronically via Tungsten Network.

• All VA property is considered Federal property and subject to Federal laws.
