Statement of Work (SOW) / Performance Work Statement (PWS)

This PWS outlines the requirements for the monthly rental of eight (8) high-capacity dehumidifying/air conditioning units to support mission-critical environmental control operations at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF).

• Rental of eight (8) high-capacity AC units.

• Each unit must have a minimum cooling capacity of 12.5 or 20 tons and an airflow capacity of at least 5000 CFM.

• Units must be skid-mounted with certified welded lifting points and fit within dimensions of 11' x 7' x 6'.

• Units must be compatible with Single Pole Camp-Type J-Series electrical power connections or equivalent.

• Contractor is responsible for delivery, transportation, technical support, maintenance (preventive, troubleshooting, emergency repairs), and removal of all units.

• Contractor must provide all labor, equipment, tools, and materials.

• Units must be delivered 1-3 days before the start of the Period of Performance (PoP).

• Pick-up of units will be 1-3 days after notification.

• Response time for service calls must be ≤ 4 hours.

• Non-functional units must be replaced within 24 hours of notification.

• Performance Thresholds:

  • 100% delivery and compliance for providing AC units.
  • 100% delivery and compliance for equipment delivery and removal.
  • 95% compliance for periodic maintenance service.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Planned Period of Performance: July 2026 through July 2027 (12 months).

• Place of Performance: On-site at Pearl Harbor Naval Shipyard, in the Controlled Industrial Area (CIA).

• Contractor personnel must be U.S. Citizens and U.S. Nationals.

• Contractor personnel must comply with all Federal, State of Hawaii, Navy, and local laws, regulations, and procedures.

• Contractor must comply with Safety and Health work practices (Appendix I) and environmental guidelines (Appendix II).

• Security Requirements: Personnel require access to PHNSY & IMF, which involves background checks, registration with DBIDS, and obtaining a "green" unescorted badge. Vehicle passes may also be required.

• Contractor personnel shall not perform inherently governmental functions.

• Contractor personnel must clearly identify themselves as contractor employees.

• Contractor personnel shall not manage, supervise, or task Government employees or military personnel.

• Contractor personnel must comply with US Navy rules, regulations, and training for site entry and exit.

• Government will provide support for offloading units, moving them to location, and connecting to power/ventilation.

• Hours of Operation: Monday-Friday, 0630-1500 hours, excluding Federal Holidays.

Solicitation / RFP / RFQ

This solicitation is for the rental of temporary air conditioning (AC) units and associated services. The government is procuring these services to meet existing system requirements for cooling capacity.

• Provide a minimum of eight (8) temporary AC units per line item, each capable of 5,000 Cubic-Feet-Per-Minute (CFM) airflow or equivalent.

• Provide AC units and services for delivery, maintenance, and retrieval.

• Achieve a total minimum cooling capacity of 12.5 tons or 20 tons, as detailed in the Performance Work Statement (PWS).

• All costs are inclusive of rental, labor, materials/equipment, and applicable taxes.

• 10 U.S.C. 3133 Authority is invoked.

• Pricing Arrangement: Firm Fixed Price.

• Line Item 0001: 12 Months duration, total of 96 units.

• Option Line Item 1001: 6 Months duration, total of 48 units.

• Period of Performance for Line Item 0001: July 7, 2026, to July 6, 2027.

• Period of Performance for Option Line Item 1001: July 7, 2027, to January 6, 2028.

• Offerors must be registered with the System for Award Management (SAM).

• SF 1449 form completion is required, including contractor details, unit prices, and total amounts.

• Proposals must include a detailed technical quote (max 10 pages) demonstrating understanding of the PWS and equipment details.

• Travel costs must be included and comply with DoD Joint Travel Regulations.

• Offers must be submitted via email to specified Government Points of Contact (POCs) by the closing date and time.

• Emails must not exceed 35 MB; oversized emails will not be received.

• Evaluation will be based on technical capability and price. Technical capability must be rated "Acceptable" for price to be evaluated. Award will be made to the lowest price among technically acceptable offers.

• Offerors must possess a current CMMC Level 1 certification at the time of award, verified via SPRS.

• OPSEC Plan is not required.
