The NAVCONBRIG requires the procurement of LexisNexis legal research materials in an offline format, including Shepard's Citations Service and Matthew Bender Treaties, to support the Law Library for the prisoner population at Naval Consolidated Brig Charleston. This is an American Correctional Association (ACA) requirement.
