Quick Summary

The U.S. Army Corps of Engineers (USACE), in support of the Defense Health Agency (DHA), is planning significant contracts for deferred maintenance, repairs, and renovations at multiple Military Treatment Facilities (MTFs) nationwide. This initiative, funded by recent legislation, aims to enhance healthcare infrastructure for service members. USACE hosted a Virtual Industry Day on June 4, 2026, and is now offering virtual one-on-one meetings during the week of June 22-25, 2026.

Program Overview

This program addresses a critical backlog of repairs and upgrades at MTFs, with projects expected to range from $100M to $500M each. USACE anticipates awarding approximately seven stand-alone contracts initially, as part of a broader effort targeting 12 separate contracts across various military medical centers. The primary NAICS code is 236220 (Commercial & Institutional Building Construction), and the Product Service Code is Z2DA (Repair or Alteration of Hospitals & Infirmaries). Small business set-aside decisions are pending.

Scope of Work

Work will encompass major repair and minor construction efforts, including architectural, mechanical, electrical, plumbing, fire protection, and instrumentation. Projects will involve modernizing aging healthcare infrastructure, system upgrades, and interior renovations. Initial sites include Naval Medical Centers in Portsmouth, VA, and San Diego, CA; David Grant USAF Medical Center, CA; Womack Army Medical Center, NC; Madigan Army Medical Center, WA; Brooke Army Medical Center, TX; and Blanchfield Army Community Hospital, KY. Additional sites are under consideration.

Contractors must have extensive experience with medical facility operations, equipment, and building structures. Work will occur in fully operational facilities, requiring strict adherence to infection control processes and Joint Commission requirements to minimize interference with daily operations.

Contract Details

The government is evaluating various acquisition strategies, including traditional Design-Build, Progressive Design-Build, Design-Build to Budget, and Other Transactional Authorities (OTA). These will be standalone contracts, not MATOCs or SATOCs.
