Purpose & Scope

DLA aims to assess industry's capacity, supply chain risks, cost structures, and technical feasibility for a large-scale, 100% domestic uniform program. The anticipated IDIQ will support DHS agencies (CBP, TSA, ICE, FEMA, CISA, FLETC, USSS, USCG, FDA) and is expected to include:

  • Product Supply: Sourcing 1,600+ COTS uniform items and emergency uniforms.
  • Quartermaster Services: Managing on-site operations at key training academies.
  • Logistics & Inventory Management: Full-scale control, warehousing, and nationwide distribution.
  • Technology Platform: Operation of a Web-Based Uniform Requesting System.
  • Security Requirements: Accountability and security for DHS branded items.
  • Fulfillment: Orders shipped within 7 calendar days, including customized items. A critical requirement is strict adherence to the Berry Amendment, mandating all textile-based products be entirely produced within the United States.

Requested Information

Respondents are requested to submit a whitepaper addressing:

  • Supply Chain & Manufacturing Capability: Berry compliance, domestic manufacturing capacity, challenges for 100% domestic sourcing (especially for 800+ low-volume items), subcontractor networks, and inventory/manufacturing plans.
  • Product Availability & Technical Feasibility: Berry-compliant alternatives for non-domestic materials, realistic lead times for compliant supply chains, provision of production samples, and innovative Berry-compliant textiles.
  • Cost & Pricing Structure: Rough order of magnitude (ROM) price comparison for Berry compliant vs. non-compliant uniforms and factors influencing Berry-compliant pricing.
  • Program Management & Logistics: Existing web-based systems, plan for identifying Berry-compliant sources, economies of scale, delivery timeframe, and plans to reduce backorders.
  • General Questions: Reasons for not submitting on previous RFPs, foreseen problems, information needed for competitive proposals, and suggestions for streamlining.

  • White Paper Submission: Submit to the same POC in PDF or Microsoft Word format.
  • Format: Include a cover page with company name, address, CAGE code, UEI, and POC details. Clearly mark proprietary information.
  • Page Limit: Not to exceed 20 pages. Marketing materials are not requested.
