Submission & Evaluation

Proposals are submitted in two phases:

  • Phase 1 (Past Performance, Prior Experience, Distribution Capacity, Transition Plan): Due December 19, 2025 (passed).
  • Phase 2 (Technical Approach, Oral Presentation, Price): The original due date was March 10, 2026, but Phase 2 has been extended multiple times, with the latest amendment (0010) extending it through July 28, 2026.
