"Innovative" is defined as a new technology, process, method, or a new application/adaptation of an existing one.
Scope of Work
Vendors must propose AI-driven commercial solutions to identify high-risk imports. Solutions should deliver insights via "referral packages" articulating specific risk factors and methodologies. These packages must identify or trace imports currently in transit. CBP will provide manifest data (approx. 1500 records daily) up to 72 hours before import arrival. The pilot aims for 90% accuracy in detecting illegal transshipment without exposing CBP's sensitive targeting models.
Contract Details
- Type: Non-FAR based Commercial Solutions Opening (CSO).
- Contract Type (for options): Intended to be Firm Fixed Price.
- Base Period: 180 days, designated as a "no-cost" period to the government, meaning vendors bear associated costs.
- Option Periods: Up to two option periods may be exercised if performance milestones are met.
- Option Period Value: Proposed pricing for each option period must not exceed $1,250,000.
