DHS/ICE intends to procure comprehensive detention services (housing, guards, meals, medical care, transportation) on a sole source basis

Performance Work Statement (PWS)

To obtain comprehensive detention services for U.S. Immigration and Customs Enforcement (ICE) and the Department of Justice (DOJ) for federal immigration proceedings. The services are for a contractor-owned/contractor-operated facility housing approximately 513 male detainees of all security levels.

• Provide safe, secure, and humane conditions of confinement for diverse detainee populations.

• Offer access to legal services, ample recreation, cafeteria-style meals, institutional clothing, and visitation.

• Ensure private attorney-client visit areas with video teleconferencing capabilities.

• Provide enhanced law library and legal resources, including access to the ICE Portal online law library.

• Offer enhanced programming, including religious and social services, with dedicated space for religious services.

• Operate in accordance with the latest ICE National Detention Standards (NDS) 2025 and DHS PREA Standards.

• Obtain and maintain American Correctional Association (ACA) Adult Local Detention Facilities (ALDF) accreditation.

• Provide secure custody, care, and safekeeping of aliens in compliance with applicable laws and policies.
