This document is a Pricing Schedule for the solicitation. Bidders must use this schedule to provide their pricing for the required goods and services. The Government may evaluate quotations solely based on the information provided in this schedule. Quotations including additional terms may be excluded, and alternative pricing schedules will not be considered.

• Required Items: Bidders must provide pricing for DDVP pest strips (1" x 4", EPA registration number 8730-50) for five ordering periods, each spanning 12 months.
• Quantity: 2,000 EA per ordering period.
• Pricing Fields: Unit Price and Total for each ordering period, and a Grand Total for all periods.
• Additional Information Required: Bidders must also provide the Product Manufacture Location and Proposed Delivery Timeframe.
• Inclusions: All pricing must include overhead, general and administrative costs, profit, insurance, and transportation.
• Shipment Terms: FOB Destination.

This pricing schedule is critical for bidders to accurately quote their costs for the required pest strips over a 60-month period. Bidders must ensure all fields are completed and that their pricing includes all specified costs. Failure to provide complete pricing or adhere to the format may result in disqualification. Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Large DDVP pest strips (1" x 4"). The USDA APHIS PPQ requires these strips to equip program personnel for detecting and monitoring exotic pest infestations, crucial for preventing potentially millions of dollars in eradication costs. The acquisition is set aside for small business concerns.

• Product: Large DDVP pest strips, 1" (25 mm) wide x 4'' (100 mm) long by 2 mm thick, containing 10% DDVP (approx. 0.6 g) by weight. Each strip is individually packaged, with 25 packages sealed in a larger foil packet. EPA registration number 8730-50.

• Technical Specifications: Strips must be laminate, individually packaged, and meet EPA requirements for shipping and storage. Packaging must be adequate to prevent damage during transit and allow stacking. Specific labeling requirements for individual packages and overpacks are detailed.

• Delivery: FOB Destination to USDA APHIS PPQ, Edinburg, TX. Deliveries are required Monday-Friday, 7:00 a.m. - 3:30 p.m. Delivery within xx days of receiving a Delivery Order.

• Type: Firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) supply requirements contract.

• Period of Performance: One (1) one-year base period and four (4) one-year ordering periods, not to exceed five (5) years total.

• Estimated Value: Not to exceed $1,000,000.00.

• Submission: Quotes must be submitted as PDF(s) and include pricing in the provided "Pricing Schedule" attachment. Offers must be held firm for 90 calendar days.

• Evaluation: Award will be made to the offeror representing the best value to the Government, based on comparative evaluation of:

  • Relevant Experience: Demonstrated experience performing similar work.
  • Past Performance: Three (3) relevant contracts completed within the last five years.
  • Price: Fair and reasonable pricing for all ordering periods, including any quantity discounts.

• Key Deadlines: Questions due by March 20, 2026. Quotes due by March 27, 2026, 11:00 am Central Time.

• Set-Aside: Small business concerns.

• Size Standard: 1,150 employees.
