Quick Summary
The Department of the Navy, Military Sealift Command (MSC), has awarded an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for Diesel Engine Parts and Services onboard MSC vessels. This contract, with a shared ceiling of $759,000,000.00, was awarded on an Other Than Full and Open Competition basis.
Awardees
The following companies have been awarded contracts:
- Everllence Middle East and Africa, LLC. (CAGE: 0MANW, Contract: N3220526D1008)
- Motor Services Hugo Stamp Inc. (CAGE: 3BXW6, Contract: N3220526D1010)
Scope of Work
This MAC IDIQ covers the procurement of Original Equipment Manufacturer (OEM) systems, items, and exclusively authorized OEM parts, as well as services from OEM and/or non-OEM MSC-approved service providers for diesel engines. Services include maintenance, repair, parts procurement, and related technical services for specific diesel engine systems such as ALCO 251F, Colt-Pielstick PC4.2, Fairbanks Morse (FM) 38D 8-1/8, and MAN Energy Solutions Middle East, LLC (MAN) 51/60. Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC)
- Shared Ceiling Value: $759,000,000.00
- Award Date: June 3, 2026 (Published Date of Award Notice)
- Set-Aside: Other Than Full and Open Competition
Justification for Other Than Full and Open Competition
A Justification and Approval (J&A) document outlines the rationale for this award. Market research identified MAN Energy Solutions Middle East, LLC (MAN) and Fairbanks Morse, LLC (FM) as the only responsible sources capable of providing the required OEM parts due to exclusive license agreements. While Motor Services Hugo Stamp (MSHS) and Goltens Service Company are identified as MSC-approved non-OEM service providers, they cannot procure the necessary OEM parts.
Additional Notes
MSC previously issued a Sources Sought Notice on SAM.gov on December 15, 2023, which did not yield any responses. MSC reserves the right to "on ramp" additional screened and capable contractors through future solicitations during the five-year ordering period, including the approval of non-OEM equivalent contractors.
