Quick Summary

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is conducting market research through a Sources Sought synopsis to identify qualified contractors for VA-Class Diesel Engine wire harness replacement (Caterpillar model 3512B) and hazardous waste management on a Virginia-Class Submarine. This effort aims to determine industry capability and inform future procurement methods. Responses are due by March 30, 2026, 0900 HST.

Scope of Work

The requirement involves two primary areas:

  • Emergency Diesel Generator (EDG) Repair: Provide an on-site Original Equipment Manufacturer (OEM) technical representative for five days to repair the EDG. This includes removing and replacing specified wire harnesses using technical manuals and proprietary drawings, followed by visual and electrical checks and a detailed repair report. The EDG repair will be performed in the Auxiliary Machine Room (AMR).
  • Hazardous Waste Management: Manage and dispose of various hazardous wastes produced on naval vessels, including acid solutions, ethylene glycol, sodium hydroxide, cleaning solvents, fluorocarbons, chemicals, paints, sludges, and bilge water. Contractors must submit a report detailing waste type, amount, and disposal cost, while minimizing waste generation and complying with all applicable federal, state, and local laws, including RCRA.
