Statement of Work (SOW)

To procure three (3) Utility Terrain Vehicles (UTVs) for the Whiteriver Service Unit (WRSU) to maintain the hospital, Specialty Services Building, Garrett Building, housing units, recreational vehicle parking, annex building, and associated grounds. These UTVs are needed to replace vehicles that have reached their service life expectancy and are used for hauling equipment, tools, and snow removal.

• Procure three (3) new Polaris Pro XD Full-Size Diesel EPS UTVs or equivalent.

• Acceptable equivalent UTVs include Kawasaki Mule Pro-DX EPS Diesel and John Deere Gator XUV865M Diesel.

• UTVs must be diesel-powered.

• UTV Specifications:

  • New Polaris Pro XD Full-Size Diesel EPS or equivalent.
  • Minimum engine power: 24 HP, 875 cc displacement, 4-stroke, 3-cylinder diesel engine.
  • Capable of clearing 6" uncompacted snow in a single 133' pass.
  • Minimum load capacity: 1,250 lbs.
  • Minimum towing capacity: 1,854 lbs.
  • Enclosed cab with three-person seating capacity and a heater.
  • Dual a-arm or wishbone front and rear suspension.

• Color Requirements: Preferably dark green or dark grey; darker options are acceptable if preferred colors are unavailable.

• Delivery: To 200 West Apache Drive, Whiteriver, AZ 85941.

• Period of Performance: 270 days after award. Time is of higher priority than cost.

• Quotes will be evaluated based on three categories: Qualifications, Capacity, and Past Performance.

• Contractors must provide documentation to support their qualifications, capacity to deliver within 270 days, and past performance on similar contracts.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) under Solicitation #IHS1524881. It is the only solicitation, and no separate written solicitation will be issued. The Indian Health Service (IHS) – Phoenix Area Office (PAO) requires three (3) new diesel utility vehicles. Oral offers will not be accepted. All responding firms must be registered with the System for Award Management (SAM).

• Three (3) new diesel utility vehicles.

• Vendors must be Original Equipment Manufacturer (OEM) authorized dealers or resellers.

• A copy of the manufacturer's authorized distributor letter is required with the quote.

• Items are to be shipped FOB Destination; shipping costs must be included in the vendor quote and cannot be a separate line item.

• The requirement is for NEW equipment ONLY.

• The procurement is for new equipment only.

• Delivery Location: Whiteriver Service Unit, 400 W. Apache Drive, Whiteriver, AZ 85941.

• Payment and Invoicing: Monthly invoices must be prepared electronically and submitted in accordance with rates and terms stated in the contract, utilizing the Invoice Processing Platform (IPP).

• Submission Type: Written quotes only.

• Quote Due Date: 04/20/2026, 5:00 PM EDT.

• Evaluation: The government will select the quote representing the best benefit at a reasonable price. Evaluation factors include Price, Technical Acceptance of Product, and Delivery. Past performance will also be considered.

• The government intends to award a purchase order.

• This requirement is under NAICS code 336110 and PSC 2305.

• This is a 100% Indian Small Business Economic Enterprise (ISBEE)/Native American small business set-aside on SAM.GOV. Offerors not falling into this category will not be considered for award.

• This solicitation incorporates Federal Acquisition Regulation (FAR) provisions and clauses. Key provisions include FAR 52.212-1 (Instructions to Offerors), FAR 52.212-3 (Representations and Certifications), and FAR 52.212-2 (Evaluation).
