Request for Information (RFI)

This RFI is issued by the American Battle Monuments Commission (ABMC) for market research to gather industry input on cloud-based digital asset management (DAM) platforms. The goal is to enhance or replace the current platform (WeRemember.ABMC.gov) and support long-term stewardship of burial and memorialization records, digital assets, and public access services.

ABMC is particularly interested in DAM platforms that:

• Are proven and support federal requirements.
• Can be configured with minimal custom development.
• Support archival stewardship, long-term discoverability, and controlled public release.
• Enhance public research usability, search quality, and geographic context.
• Offer secure internal stewardship and administrative control.

ABMC maintains records for approximately 250,000 service members. The current system relies on Knowvation and Microsoft SQL, containing both structured and unstructured data. ABMC seeks a secure, modern, and user-friendly platform to improve search, asset control, records stewardship, public usability, internal workflows, reporting, and integration, while avoiding vendor lock-in.

Vendors are requested to provide detailed information on:

• Platform Overview: Proposed DAM platform and supporting products, hosting model (vendor, customer, or hybrid), and justification for its suitability.
• Public Portal and Search: Capabilities for public search by various attributes, including faceted filtering, OCR, accessibility, and map-based exploration.
• DAM Capabilities: Management of documents, images, media, metadata, version history, rights, and relationships between assets.
• Internal Records and Workflow: Internal records and case management, including access, workflows, approvals, reporting, and audit support.
• Migration: Strategy for transitioning data from Knowvation and Microsoft SQL, including source inventory, preservation, metadata mapping, and validation.
• API and Integration: Support for secure APIs, metadata exchange, bulk import/export, and integration with internal/external systems.
• Administration and Maintainability: ABMC staff's ability to manage the system directly, reduce lock-in, and maintain control.
• Security, Information Assurance, and Secure Development: Security approach, including team roles, incident handling, monitoring, development practices, and compliance.
