Purpose and Scope

ABMC is conducting market research to identify proven DAM platforms that support federal requirements and can be configured with minimal custom development. The agency manages approximately 250,000 service member records, currently using Knowvation and Microsoft SQL. ABMC seeks a secure, modern, and user-friendly system to improve search, asset control, records stewardship, public usability, internal workflows, reporting, and integration, while avoiding vendor lock-in.

Key areas of interest include platforms that support archival stewardship, long-term discoverability, controlled public release, enhanced public research usability (including faceted filtering, OCR, map-based exploration), and secure internal administrative control.

Vendor Response Requirements

Vendors are requested to provide detailed information covering:

  • Platform Overview: Proposed DAM platform, supporting products, and hosting model (vendor, customer, or hybrid).
  • Capabilities: Public portal and search features, core DAM functionalities (documents, images, media, metadata, versioning, rights), and internal records/workflow management.
  • Technical Aspects: API and integration support, administration and maintainability for ABMC staff, and security/information assurance (with a preference for FedRAMP Moderate compliance).
  • Implementation & Support: Migration strategy from current systems (Knowvation/MS SQL), high-level implementation plan, and ongoing support model.
  • Financial & Experience: Rough Order of Magnitude (ROM) for licensing, implementation, hosting, and support costs, along with relevant experience on similar federal projects and SAM.gov registration status.
  • Exit Strategy: A clear strategy for transition out and ensuring no vendor lock-in.
