Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Navy, in support of the Chief Digital and Artificial Intelligence Office (CDAO), has issued an Open Call for Solutions via a Special Notice for a Digital Engineering and Data Management Hub for Integrated Combat Systems (ICS). This initiative seeks innovative solutions to establish a centralized, authoritative digital environment for ICS program information. The process involves a competitive assessment through the CDAO Tradewinds Solutions Marketplace, with successful solutions potentially leading to prototype project awards under Other Transaction Authority (OTA). White paper responses are due May 30, 2026.

Purpose & Problem

The ICS program, managed by PAE Mission Systems under PEO IWS X, currently suffers from fragmented data management across disparate platforms and static formats. This limits operational efficiency, data integrity, and real-time analysis. The government urgently requires a "Hub" digital environment to replace these data silos with an interactive, scalable, model-based ecosystem, improving program oversight and accelerating development. The PEO IWS X Program Overview and ICS Development Brief.pdf provides valuable context on the strategic direction and development philosophy of PEO IWS X, emphasizing integrated, efficient, Agile, and DevSecOps approaches.

Desired Solution Capabilities

Solutions must address four key criteria in a video submission:

  • Defining the Problem: Demonstrate understanding of the ICS data management challenges and outline a general solution approach.
  • Accelerating the Mission: Provide a centralized, interactive, model-based environment to manage and visualize hardware/software configurations. The solution must ingest and normalize diverse data sources (structured, unstructured, streams, scanned inputs), enable configuration management (traceability, version control), leverage COTS cloud-native products, interface with existing systems, and implement role-based access controls.
  • Advancing the State of the Art: Serve as a "single source-of-truth" for comprehensive data across US Navy surface combat systems, managing the full program lifecycle data. It must be integrable into Government-owned IL5 and IL6 cloud environments, allowing data transfer between them, and be intuitive with compartmentalization for performer-specific data.
  • Business Model: Ensure robust data governance, quality, accuracy, and integrity, with capabilities for automated analysis and tailored reporting.

Contract & Timeline

  • Type: Special Notice / Open Call for Solutions (leading to potential OTA prototype awards)
  • Set-Aside: None specified
  • Product Service Code: DA01 (Support Services for Application Development and Support)
  • Published: May 1, 2026
  • White Paper Response Due: May 30, 2026 (Video submission precedes this, details in TSM Announcement)

Evaluation & Process

The process is two-phased:

  1. Phase 1 (Video Responses): Submissions via the Tradewinds Solutions Marketplace are assessed against the TSM Assessment Rubric and the criteria in this notice. "Awardable" solutions proceed.
  2. Phase 2 (White Paper Responses): "Awardable" vendors may be invited to submit white papers addressing additional requirements. Evaluation considers solution capabilities, data rights assertions, small business/non-traditional participation, and proposed ROM price. Successful prototype projects may lead to sole-source follow-on production contracts.

Additional Notes

Compliance with ITAR, NISPOM, and EAR is required for any resulting prototype project awards.
