• Place of Performance: Services are primarily located at Fort Hood, Texas, with required travel to Fort Bliss, Fort Riley, and NTC. Travel costs are covered by the requesting unit via a travel CLIN.
• Technical Exhibit 3: This exhibit, referenced for deliverables, is included in the PWS.
• Incumbent Information: This is a new contract requirement. Services were previously performed by in-house government personnel (CECOM Field Service Representatives) to fill a capability gap.
• Key Personnel Security Clearance: Interim clearances will be accepted during the 90-day allowance period if the proposed key personnel's clearance is in process. However, the government notes a potential coverage lapse if clearance is not granted.
• Performance Standards: The 2-hour response time and 90% resolution within 24 hours requirements are dependent on CORPS/Divisions Operations and exercises, excluding weekends and federal holidays from calculations.
• Government-Furnished Equipment (GFE): The government will provide computers, network services, and digital fire support-related equipment as detailed in Technical Exhibit 4. The contractor must maintain GFE serviceability and report loss or damage.
• Past Performance References: References can be included in the resume along with personnel qualifications. Past performance on subcontracts or by proposed key personnel will not be considered.
• Evaluation: The evaluation will be Lowest Price Technically Acceptable (LPTA), with no trade-offs between technical approach and price as long as the technical quotation is rated "Pass".

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to provide one full-time Digital Fires System Engineer (DFSE) to support the III Armored Corps Fire Support Element at Fort Hood, Texas. The DFSE will provide on-site technical expertise for digital fire support systems, addressing a capability gap created by the cessation of Field Service Representatives. This announcement constitutes the only solicitation; quotations are requested, and a written solicitation will not be issued.

• Provide daily, on-site technical support for digital fire support systems.

• Load, configure, integrate, operate, maintain, and enhance digital fire support systems.

• Support various systems including AFATDS/AXS, JADOCS/JTIC2S, PF-D/PF-M, LFED/PFED, MFCS, MMC-S, JETS/LLDR and FS3, and Tactical Radios.

• Provide a minimum of 20 contact hours of instruction monthly.

• Maintain operational readiness of assigned digital fire support systems.
