Quick Summary

The U.S. Army Corps of Engineers (USACE), Baltimore District, is conducting market research through a Sources Sought notice for Design-Build (DB) construction contractors to perform roof repairs and renovations at the Defense Information Systems Agency (DISA) headquarters complex on Fort Meade, MD. The project is estimated to be valued between $250,000 and $500,000. Responses are due by June 26, 2026, at 11:00 AM EDT.

Purpose

This is a market research effort, not a request for proposal or bid, to identify qualified prime construction contractors (small and large businesses) with relevant experience, personnel, and capabilities. The government will not reimburse for response preparation costs.

Scope of Work

The project involves Design-Build (DB) construction and renovation to existing facilities at the DISA HQ complex. The primary task is to perform repairs to select areas of the EPDM roofs, which include Air Handling Units (AHUs) and Packaged Rooftop Units (RTUs). Specific repairs include, but are not limited to, removing and resetting gutters, repairing roofing, resetting loose lightning protection aerials, routing and sealing cracks in exposed concrete foundation walls, and patching spalled concrete. The facility comprises six individual buildings (totaling over 1 million square feet) and a fire pump house and tank.

Security & Personnel Requirements

DISA is a secure facility. All contractor employees requiring access must be US Citizens with a verifiable security clearance in DISS. Contractors must possess a valid Facility Security Clearance (FCL) and cage code, and be able to complete a DD Form 254. If employees lack clearances, the contractor must provide escorts at their expense. Escorts must be cleared, complete DISA security orientation and safety training, and sign an Escort Agreement Statement. All electronic devices for construction will be inspected, and personally owned devices are generally not allowed.
