The United States Army Health Care Activity, Health Readiness Contracting Office (HRCO) is conducting market research through this Request for Information (RFI) for Disability Evaluation Services (DES) Program Office Support. Scope of Work

The contractor shall provide qualified personnel, management, supervision, and materials to support the OTSG/MEDCOM Clinical Support Program Office (C-SPO), Patient Administration Division (PAD), and DES Program Office. Key support areas include:

  • Strategic, operational, and tactical analysis, planning, and implementation for DES solutions.
  • Enhancing communication, capability building, evidence-based decision-making, fostering a healthy work environment, and patient advocacy.
  • Generating management reports, tracking DES cases, and analyzing performance metrics.
  • Assisting with congressional inquiries regarding Medical Evaluation Board (MEB) activities.
  • Supporting policy drafting, data management for IDES cases, and administrative functions for the DES Program Office medical advisor.
  • Providing support to the Medical Evaluation Board Tracking Office (MEBTO) in San Antonio, including MEB validation, tracking, and coordination.

Respondents should demonstrate capacity to provide services consistent with the draft Performance Work Statement (PWS), secure necessary resources, implement a successful project management plan, and perform under a performance-based service acquisition contract. Personnel security requires an Interim Tier 2 Public Trust background check.
