For foreign supplies over $20,000 not identified as duty-free in the Schedule, contractors must notify the Contracting Officer at least 20 days before importation, providing details on the supplies, estimated duty, and country of origin.
• Government's Role: The Contracting Officer will determine if supplies should be accorded duty-free entry and will notify the contractor. The government will execute necessary certificates and assist in obtaining duty-free entry.
• Shipping Requirements: Specifies how shipments must be consigned, marked, and documented (e.g., "UNITED STATES GOVERNMENT," contract number, specific notation for duty-free entry claim).
• Subcontracting: Requires contractors to include the substance of this clause in subcontracts under certain conditions.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, issued as the only notice. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase Dish Antennas on a Firm Fixed Price (FFP) basis. The acquisition is a 100% small business set-aside.

• Procurement of Dish Antennas, specifically referencing part numbers QMS-01154 and QMS-01062, or equal.

• Minimum specifications for antennas include:

  • Type: Dish/Reflector
  • Size: One meter diameter or smaller
  • Frequency Range: 2.5 GHz to 18 GHz minimum (for QMS-01062) or 34.5 GHz to 35.5 GHz minimum (for QMS-01154)
  • Power Handling: Varies by frequency range (e.g., 2.0 Kw at 2.5-8 GHz, 1.5 kW at 8-18 GHz for QMS-01062).
  • Environments: Must be able to handle harsh saltwater/coastal environments.
  • Gain: >21 dBi (for QMS-01154) or >40 dBi (for QMS-01062).

• Base year (CLINs 0001-0002) and two additional option years (CLINs 0003-0010).

• Options may or may not be exercised at the Government's discretion.

• Contract type: Firm Fixed Price (FFP).

• Award will be made to the Lowest Price Technically Acceptable (LPTA) quote.

• Offerors must quote IAW applicable part numbers or minimum specifications.

• Past Performance information will be considered; negative information in SPRS may render a quote technically unacceptable.

• Drop shipping from outside the United States is not acceptable.

• Required delivery is F.O.B. Destination, Norfolk, Virginia Beach, VA. Offerors shall provide lead time(s).

• Quotes and all attachments must be readable by Microsoft Office or Adobe Acrobat.

• Submissions must include item prices, shipping costs, delivery terms, point of contact (phone and email), and Offeror CAGE code.

• Questions and quotes must be submitted electronically to Hannah Murphy at hannah.l.murphy7.civ@us.navy.mil.

• Quotes must be received on or before the posting's closing date.

• 100% small business set-aside.

• NAICS code: 334290 (Other Communications Equipment Manufacturing).

• Small business size standard: 800 employees.

• Active registration with the System for Award Management (SAM) is required prior to award.

• This is the only notice that will be issued; a written solicitation will not be issued.

• FAR Clause 52.225-8 Duty Free Entry is attached.

• Preferred payment method is via credit card; Electronic Payment through Wide Area Workflow (WAWF) may also be used.
