Key Requirements & Notes
- Source of Supply: For new, unused stock from the Original Equipment Manufacturer (OEM), offers from non-government-approved sources will be deemed technically unacceptable. Distributors of approved sources MUST submit an authorized distributor letter on the source's letterhead to the buyer via email at the time of proposal submittal.
- IUID Clause Deletion: The requirement for DFARS clause 252.211-7003, "Item Unique Identification and Valuation," has been deleted for these non-CLSSA FMS spares. This is because the affected parts are wholly owned by FMS customer countries, will not be covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), and will never be delivered to or owned by the U.S. Government or entered into the DoD supply chain.
