Wage Determination

This document is a Wage Determination (No. 2015-5513, Revision No. 27) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, under the Service Contract Act. It establishes the minimum wage rates and fringe benefits required for various occupations performing work on federal contracts in Idaho Counties of Adams, Elmore, Payette, Valley, and Washington.

This wage determination is critical for any bidder proposing to perform services covered by the Service Contract Act in the specified Idaho counties. Bidders must ensure their proposed wages and benefits meet or exceed these minimum requirements to be compliant. Failure to adhere to these rates can lead to contract violations.

Performance Work Statement (PWS)

This PWS outlines the requirements for the demilitarization and disposal of conventional ammunition at Mountain Home AFB, Idaho. The contractor will be responsible for all aspects of this process, from pickup to final disposal.

• Palletize, mark/label, pick up, transport, and demilitarize/dispose of conventional munitions using recognized industry-standard methods.

• Comply with all applicable federal, state, and local laws, regulations, manufacturer's specifications, and commercial practices.

• Transfer ownership of components to the contractor upon successful demilitarization.

• Perform work in accordance with specified DoD publications and standards, including those related to defense materiel disposition, demilitarization procedures, physical security of sensitive arms, ammunition, and explosives, and hazardous waste management.

• Contractor must adhere to specific publications and standards listed in the PWS.

• Demilitarization must be performed according to an approved industry-standard method.

• Hazardous waste must be managed and disposed of in accordance with federal, state, and local regulations.

• Performance will occur at Mountain Home AFB, Idaho.

• Access to the Munitions Storage Area (MSA) requires at least 7 days' advance request.

• MSA access hours are Monday through Friday, 8:00 am to 4:00 pm MST. No access on weekends or holidays.

• Safety: Comply with DoD Instruction 4145.26 and relevant laws. Personnel must be trained and certified.

• Security: Comply with DoD Manual 5100.76 for storage, safeguarding, and handling of sensitive items. This includes personnel security clearances, background checks, and adherence to base security policies.

• Environmental Controls: Manage hazardous materials according to Federal Standard No. 313. Report spills immediately and dispose of hazardous waste according to regulations.

• Transportation: Transporters must be trained and licensed. Contractor is responsible for dangerous goods shipper's declarations and obtaining necessary permits.

• Identification: Contractor must identify and document manufacturer lot/serial numbers. Assign administrative numbers if original identification is missing.

• Personnel: Must be able to read, write, speak, and understand English fluently. Must obtain base identification and vehicle passes. Certain personnel require security clearances and Antiterrorism (AT) Level I training.

Form / Attachment / Pricing Sheet

This document is a Contractor Price Response Sheet, an Excel file requiring bidders to provide pricing for munitions disposal services. It outlines the structure for submitting cost proposals.

• Instructions: Contractors must provide a fully burdened price per pound for the disposal of four categories of munitions. Definitions for these categories are available via an external link (ECFR Title 22, Chapter I, Subchapter M, Part 121) and within the document.

• Pricing Structure: The sheet includes a price list summary for five ordering periods (Base Ordering Year and four subsequent Ordering Periods), spanning from June 1, 2026, to May 31, 2031. For each period, bidders must enter the price per pound for each munitions category.
• Total Evaluated Price: A field is provided for the total evaluated price.

Bidders must use this sheet to detail their proposed pricing for munitions disposal services across different categories and contract periods. The pricing must be fully burdened and include all costs associated with services outlined in the Performance of Work Statement. This document is critical for formulating a compliant and competitive bid.

Solicitation / RFP / RFQ

This document is a combined synopsis and solicitation for commercial services for Munition Disposal at Mountain Home Air Force Base, Idaho. It serves as the sole solicitation, and proposals are requested via this announcement. The government intends to award two (2) Firm Fixed-Price Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts.

• Disposal of Ammunition (Categories I-IV)

• The Performance Work Statement (PWS) is attached and details specific requirements.

• Descriptive literature demonstrating capability to meet requirements is required.

• Technical proposals (including descriptive literature) shall not exceed 10 pages.

• Evaluation Factors: Technical Capability, Price, and Past Performance.

• Technical capability will be evaluated on a "Technically Superior," "Technically Compliant," or "Not Technically Compliant" scale.

• Past performance will be rated "Acceptable" or "Unacceptable." Only "Acceptable" ratings will be further evaluated.

• Award will be made to the offeror representing the best value considering technical capability, price, and past performance.

• This is a 100% Total Small Business Set-aside.
