Evaluation
Award will be made to the offeror representing the best value considering three factors:
- Technical Capability: Evaluated as "Technically Superior," "Technically Compliant," or "Not Technically Compliant." Technical proposals are limited to 10 pages.
- Price: Bidders must use the provided Contractor Price Response Sheet to submit fully burdened prices per pound for four munitions categories across all ordering periods.
- Past Performance: Rated "Acceptable" or "Unacceptable." Only "Acceptable" ratings will be further evaluated.
Special Requirements & Notes
- Wage Determination: Bidders must comply with Wage Determination No. 2015-5513, Revision No. 27, for minimum wage rates and fringe benefits under the Service Contract Act, including provisions for paid sick leave, minimum wage, vacation, holidays, and hazardous pay differentials.
- Security & Safety: Strict adherence to DoD instructions for safety, security (including personnel clearances and AT Level I training), and environmental controls for hazardous materials is required.
