Scope of Work
The contractor will provide comprehensive hazardous and non-hazardous chemical waste management services. Key tasks include:
- Waste Pick-up and Transportation: Regular weekly pick-ups from NIST Gaithersburg and twice-weekly from DoC Boulder Labs, transporting waste to designated facilities.
- Waste Management: Classification, segregation, lab packing, consolidation, labeling, packaging, and proper manifesting of wastes.
- Disposal: Transporting and disposing of waste at EPA-approved/permitted Treatment, Storage, Disposal, or Recycling Facilities (TSDRFs).
- Emergency Response: Providing services for spills or releases of hazardous materials.
- Specialty Services: Including vacuum truck services and lab clean-outs. The contractor must own and operate at least one EPA Part A or Part B licensed TSDRF and comply with all federal, state, and local regulations (EPA, DOT, OSHA, COMAR, CDPHE).

Eligibility & Requirements
Offerors must:
- Have a minimum of 10 years of experience in hazardous waste management.
- Maintain offices within a 50-mile radius of both the NIST-Gaithersburg Campus and DoC Boulder Labs, established for at least one year.
- Ensure key personnel (Primary Hazardous Waste Chemist, Project Manager) meet specific experience requirements.
- Ensure all staff are trained in accordance with OSHA 1910 HAZWOPER and DOT 49 CFR.
- Maintain specified liability insurance.
- Possess an EPA Part A/B TSDF permit (Go-No Go evaluation factor).
