Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the U.S. Army Corps of Engineers (USACE), Chicago District's requirement for services to properly remove, reuse, recycle, and/or dispose of Intermediate Bulk Containers (IBCs) and metal drums, along with their contents, from two USACE Chicago District sites.

• The Contractor will provide all necessary labor, material, and equipment.

• The Contractor is responsible for determining the means and methods for removal, reuse, recycling, and disposal in accordance with all applicable Federal, State, and Local laws and regulations.

• The work is divided into four Contract Line Items (CLINs):

  • CLIN 001: Removal, reuse, recycling, and/or disposal of 14 IBCs (275-gal capacity) containing expired and partially full concrete admixtures at the Indiana Harbor & Canal Confined Disposal Facility (IHC-CDF).
  • CLIN 002: Removal, reuse, recycling, and/or disposal of 19 IBCs (275-gal capacity) containing expired and partially empty concrete admixtures at the Calumet Harbor Stone Dock.
  • CLIN 003: Removal, reuse, recycling, and/or disposal of 2 empty IBCs (275-gal capacity) and 2 empty metal drums (55-gal capacity) at the Calumet Harbor Stone Dock.
  • CLIN 004: Removal, reuse, recycling, and/or disposal of 1 IBC (275-gal capacity) containing used oil at the Calumet Harbor Stone Dock.

• Period of Performance: 120 calendar days after contract award.

• Site Locations: Indiana Harbor & Canal Confined Disposal Facility (IHC-CDF) at 3500 Indianapolis Blvd, East Chicago, IN 46312, and the Calumet Harbor Stone Dock (entrance gate at E. 89th Street & Lake Shore Drive, Chicago, IL 60617).

• Safety Data Sheets (SDS) for concrete admixtures are provided and must be consulted for proper handling, transportation, and disposal.

• Contractor must comply with all applicable Federal, State, and Local laws and regulations.

• Contractor must prepare a Waste Management and Transportation Disposal Plan (WMTDP) for review and approval.

• Security Requirements: Adherence to facility security policies and restrictions, including potential security awareness training.

• Safety Requirements: Compliance with USACE safety policies and the Corps of Engineers Safety Manual (EM 385-1-1), including developing an Accident Prevention Plan (APP) and Site Safety & Health Officer (SSHO) requirements.

• Environmental Compliance: Adherence to all federal, state, and local environmental regulations.

• Insurance: Procurement of liability insurance.

• Permits and Licenses: Obtaining all required licenses and permits at the Contractor's expense.

• Quality Control: Utilization of an existing quality assurance system.

• Payment: Lump sum ACH payment within 10 business days of final acceptance. Partial or progress payments are not authorized.

This solicitation is for the disposal of Intermediate Bulk Containers (IBCs) at two locations: Indiana Harbor & Canal CDF and Chicago stone dock.
