• Phases & Budget: Must address all requested project phases (Phase 1 base, Phase 2 option). Proposals must consider total available budget, ceiling amounts per award/phase, and include a minimum one-third cost share if required for Other Transactions (OTs).
• Required Sections: Includes sections for Price Summary, Price Details (Direct Labor, Materials, Equipment, Travel, ODCs, Cost Sharing, Consultant Costs, Subawardee Costs), Requirements for Other Transactions, and a statement of awareness and agreement with award terms and conditions.

Other / Unclassified

Solicitation / RFP / RFQ

This Program Announcement (PA) from DARPA's Defense Sciences Office (DSO) introduces the "Disruptioneering" Program. The program aims to enable DARPA to pursue rapid, focused exploratory investments in high-risk, high-payoff research initiatives. Individual Disruption Opportunities (DOs) will be issued under this PA to solicit proposals for innovative research leading to prototype demonstrations.

• DOs will describe specific research topics, technical goals, and metrics.

• Projects may involve proofs of concept, pilots, novel applications of commercial technologies, or development and demonstration of technical or operational utility.

• Each DO will specify content requirements, submission instructions, and due dates.

• Proposals must address one or two phases as described in the DO.

• Deliverables may include a streamlined cost buildup workbook with a completed Schedule of Milestones and Payments.

• Awards will be made as Other Transactions (OT) for prototype agreements under 10 U.S.C. § 4022.

• The Government reserves the right to award Phase 1 only, or a combined Phase 1 and 2 effort.

• A proposal validity period of 365 calendar days is requested.

• Full proposals will include a Summary Slide, Volume 1 (Technical & Management), Volume 2 (Price), and Volume 3 (Administrative & National Policy Requirements).

• Submissions are electronic via the DARPA Submission website.

• Proposals will be evaluated based on Scientific and Technical Merit, Potential Contribution and Relevance to the DARPA Mission, and Price.

• Awards will be made to selectable proposals, but not all selectable proposals may receive funding.

• All responsible sources are eligible.

• Specific eligibility for Federally Funded Research and Development Centers (FFRDC), Government Entities, and University Affiliated Research Centers (UARC) will be detailed in individual DOs.

• Non-U.S. organizations may participate if they comply with relevant regulations.

• This PA is for the "Disruptioneering" Program, and proposals should only be submitted in response to specific DOs issued under this PA.

• Information on Organizational Conflicts of Interest (OCI) and Fundamental Research Risk-Based Security Review Process (FRRBS) is provided.
