• Parts Ordering and Management: Order and manage parts, reimbursed at actual rates. The contractor must have sufficient cash flow to fund approximately $100,000.00 of parts annually, with potential for a 300% increase with 60 days' notice.

• Safety Program: Provide Safety Officers to plan, monitor, and evaluate the DLA DS Qatar Safety program.

• Work Schedule: Provide services nine hours a day, five days a week (Sunday-Thursday), with staggered one-hour unpaid lunches. Advance notice will be provided for weekend work requirements.

• Period: This is a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with one 12-month base period and two 12-month option periods, not to exceed three years total.

  • Base Period: 1/25/2027 to 1/24/2028
  • Option (1): 1/25/2028 to 1/24/2029
  • Option (2): 1/25/2029 to 1/24/2030

• Place: Al Udeid Air Base, Qatar.

• Personnel: Estimated 22 personnel, with the ability to surge by 200% within 60 days and drawdown by 10% within 30 days. Supervisors must be U.S. citizens with supervisory experience and fluency in English. Contract Manager must be a U.S. Citizen. MHE Operators must be licensed and certified. Laborers are unskilled/semi-skilled. Customer Service Clerks require sufficient English fluency.

• Security: All personnel must meet security specifications and force protection requirements. Hiring of Other Country Nationals (OCNs) is subject to review and approval.

• Government Furnished Property (GFP): The USG will provide workspace, office consumables, fuel, electricity, and water. GFE will include equipment listed on an inventory list, which may change.

• Contractor Furnished Property (CFP): Contractor may have contractor-owned computers and cell phones on-site at their own cost. Materials and equipment must be approved by DLA leadership.

• MHE Maintenance: Contractor is responsible for maintenance, repairs, and parts ordering for all MHE, using OEM parts. Repairs require estimates and preapproval. A minimum of two mechanics (one electrical, one mechanical) must be on-site.

• Security Clearances: Personnel may require NACI, NACLC, or SSBI depending on IT level access. Background investigations and clearances are mandatory for access to Federally-controlled facilities and information systems.

• Common Access Card (CAC): Contractor personnel may be required to obtain a CAC, following specific procedures for issuance, control, and turn-in.

• Contract Minimum/Maximum: Minimum guaranteed amount is $2,500 per period. Maximum contract value is 200% of the cumulative estimated contract amount.
