Quick Summary
The Defense Logistics Agency (DLA) Family & Morale, Welfare, and Recreation (FMWR) invites qualified offerors to submit quotes for Family Day event planning and operations at the Andrew T. McNamara Headquarters Complex, Fort Belvoir, Virginia. An amendment (P00001) has been issued providing answers to questions. Quotes are due no later than April 24, 2026, at 4:00 PM EDT.
Purpose & Scope
This Request for Quote (RFQ) seeks a contractor to provide all labor, equipment, materials, and incidentals for the DLA HQC Family Day event on June 26, 2026. The event aims to create a safe, engaging, and memorable experience for DLA employees and their families, with a design aligned with the "America250" theme. Key requirements include a balanced mix of youth, family, and adult-oriented activities, a "Kid Zone," a minimum of ten professional caricature artists, inflatables, physical activities, and family-friendly entertainment. The contractor will also be responsible for coordination with DLA Police, Fort Belvoir Fire Department, and building management. Deliverables include an Event Concept Plan, Site Layout Plan, Safety Plan, and an optional After-Action Summary.
Contract Details
This will be a Firm-Fixed-Price contract. The period of performance is from June 25, 2026, to June 26, 2026, with the event execution on June 26, 2026. The anticipated magnitude of the requirement is $40,000 to $50,000. There is no specific set-aside mentioned for this opportunity.
Submission & Evaluation
Questions regarding the solicitation are due by April 20, 2026, at 3:00 PM EDT. All quotes must be submitted electronically to the Contracting Officer by April 24, 2026, at 4:00 PM EDT. Evaluation will follow a best-value tradeoff process considering:
- Factor 1: Technical Approach and Key Personnel
- Factor 2: Past Performance (requiring at least five years of experience with events attended by 5,000 or more participants)
- Factor 3: Management and Safety Plan Factors 1 and 2 are of equal importance and more important than Factor 3. While price must be within the $40,000-$50,000 range, it is not an evaluation factor.
Amendment P00001
Issued on April 16, 2026, Amendment P00001 provides answers to questions received from potential offerors. These clarifications address various aspects including event hours, access restrictions, contractor support, load-in/load-out times, site maps, power sources, generator usage, age ranges for children's activities, and security/crowd control. Attachment A, an aerial view of the HQC event areas, is also provided. Offerors are required to acknowledge receipt of this amendment.
