Total government investment is planned up to $10 million per year for FY23-28. Awardees of IDIQ contracts may participate in a working group. There is no set-aside for this opportunity.
Submission & Evaluation
Initially, full cost and technical proposals are required for IDIQ consideration (no White Papers). After initial evaluation, the BAA will re-open for White Paper submissions (limited to 6 pages) describing technical R&D concepts. Successful White Papers may lead to requests for full proposals. All submissions (White Papers and full proposals) must now be made via email or a secure file transfer service; the PIEE Solicitation Module is no longer valid. Proposals will be evaluated based on technical merit, relevance to agency programs, fund availability, and cost realism/reasonableness.
