Contract Details
- Contract Type: Firm Fixed Price (FFP), Cost Reimbursement, or a hybrid, determined post-proposal.

- Estimated Value: Individual awards are not expected to exceed $10,000,000. Multiple smaller awards are more likely. Phase I efforts (identification/evaluation) are funded up to the Simplified Acquisition Threshold (SAT) and last no more than 12 months. Phase II efforts (higher TRL) can be funded up to $10,000,000 and last no more than 24 months.
Submission & Evaluation
- White Papers: Required for initial consideration. Must be unclassified, 5 pages plus cover and addendum, and follow specific formatting guidelines. Due by May 1, 2028.
- Full Proposals: May be requested after white paper review. Must be submitted in two volumes: Technical (20-page limit) and Price (no page limit).
- Evaluation: Proposals will be evaluated based on Technical Acceptability (scientific/technical merits, relevance, creativity, qualifications) and Past Performance. Price will be evaluated for cost realism and reasonableness. Non-price factors are significantly more important than price.
Eligibility & Set-Aside
- Any responsible source is eligible.
- Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI) are encouraged to submit, but no portion is specifically set aside.
- Foreign-owned firms are subject to foreign disclosure review.
- Offerors must be registered in the System for Award Management (SAM).
