Quick Summary

The Defense Logistics Agency (DLA) Strategic Materials has issued a Broad Agency Announcement (BAA) SP8000-26-B-BAA0, amended by Amendment 001, seeking research and development proposals for the National Defense Stockpile (NDS) Research and Qualification program. This BAA aims to enhance domestic sources for strategic and critical materials, reduce foreign dependence, and address supply chain vulnerabilities. White papers are due by May 1, 2028.

Purpose & Scope

This BAA solicits proposals to encourage the conservation and development of domestic sources for strategic and critical materials. Key areas of interest include:

  • Refining, Processing, and Beneficiation: Improving material quality, production efficiency, and mitigating problems.
  • Recycling, Conservation, and Substitution Options: Identifying substitutes, developing recycling methods, and establishing domestic capabilities (e.g., rare earth magnets).
  • Qualification of Materials: Research to qualify materials for Department of Defense (DoD) Programs of Record, requiring support letters.
  • Supply Chain Assessments (added by Amendment 001).
  • Project Scoping (added by Amendment 001).

Contract Details

  • Contract Type: Firm Fixed Price (FFP), Cost Reimbursement, or hybrid.
  • Period of Performance: Not to exceed three years per contract.
  • Estimated Value: Individual awards generally not exceeding $10,000,000. Multiple smaller awards are anticipated.
    • Phase I (Identification/Evaluation): Up to Simplified Acquisition Threshold (SAT), 12 months maximum.
    • Phase II (Higher TRL): Up to $10,000,000, 24 months maximum.

Submission & Evaluation

  • White Papers: Required for initial consideration, unclassified, 5 pages plus cover/addendum. Due by May 1, 2028.
  • Full Proposals: May be requested after white paper review, submitted in two volumes (Technical - 20 pages, Price - no limit).
  • Evaluation Criteria: Technical Acceptability (scientific/technical merits, relevance, creativity, qualifications) and Past Performance are significantly more important than Price (cost realism/reasonableness).
  • Eligibility: Any responsible source is eligible. Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI) are encouraged. No specific set-aside. Offerors must be registered in SAM.

Key Dates

  • BAA Open Period: January 30, 2026, to January 30, 2029.
