- Evaluation Criteria: Technical Acceptability (scientific/technical merits, relevance, creativity, qualifications) and Past Performance are significantly more important than Price (cost realism/reasonableness).
- Eligibility: Any responsible source is eligible. Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI) are encouraged. No specific set-aside. Offerors must be registered in SAM.
