This solicitation is for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Vanadium Pentoxide, utilizing Firm Fixed-Price (FFP) delivery orders. The acquisition is for commercial items, conducted under FAR Part 12 and FAR Part 15. The contract will have a five-year ordering period and is issued under "Other Than Full and Open Competition" recommendations. The applicable NAICS code is 325180 (Other Basic Inorganic Chemical Manufacturing) with a size standard of 1,000 employees.

• Procurement of Vanadium Pentoxide flakes.

• Material must meet specific chemical composition requirements (e.g., V2O5 min 99.0%, various max impurity levels).

• Material must be non-radioactive and non-licensable per Nuclear Regulatory Commission regulations.

• Packaging must be in new, UN 1A2 compliant sift-proof steel drums with 7 mil polyethylene liners.

• Third-party testing of Vanadium Pentoxide is required.

• Submission of Certificates of Analysis (COA) for each production lot.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) with Firm Fixed-Price (FFP) delivery orders.

• Ordering Period: Five (5) years.

• Minimum Guaranteed Quantity per awardee: $1,000,000.00.

• Maximum Quantity: $125,000,000.00.

• Delivery: Within 36 months after delivery order issuance.

• FOB: Destination.

• Offerors must hold prices firm for 180 calendar days from the offer due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish an indefinite delivery/indefinite quantity (IDIQ) ordering vehicle for the Defense Logistics Agency (DLA) to purchase Vanadium Pentoxide as needed, ensuring a stable supply chain.

• Provide necessary management, services, personnel, and documentation for the procurement of Vanadium Pentoxide.

• Deliver specified quantities of Vanadium Pentoxide over a five-year ordering period, with annual maximums decreasing from 650 MT in Year One to 505 MT in Year Five, totaling 2,876 MT.

• Material must meet strict chemical specifications for Vanadium Pentoxide (V2O5) with defined maximums for various components (e.g., Si, Na, B, C, Cu, Fe, Mn, Mo, N, K, Ni, P, Pb, S, LOD Moisture, Th+U).

• Flake size must be at least 90% able to pass through a 50 x 50 x 3 mm size.

• Material must be non-radioactive and non-licensable per Nuclear Regulatory Commission (NRC) regulations.

• Each lot must be approximately 20 MT; co-mingling of production lots is not permitted.

• Sampling: Government will witness sampling operations; contractor must permit government access to sampling and repackaging facilities. A draft sampling plan is required with the proposal, and a finalized plan must be submitted for approval within 10 business days after contract award.

• Testing: An independent, CONUS-based, ISO 17025 certified third-party laboratory must perform chemical characterization of each lot. A Certificate of Analysis (COA) must be provided for each lot, detailing test results, assumptions, and certifying compliance with SOW specifications.

• The SOW outlines an ordering period of five years.

• Deliveries are to specified DLA Strategic Materials depots in Scotia, NY; Hawthorne, NV; and Hammond, IN.

• Compliance with Harmonized Tariff Schedule, Tariff Act of 1930, Trade Act of 1974, and US Customs and Border Protection forms (CBP Form 7501, 6059, 5106).

• Adherence to environmental, safety, and occupational health regulations (DOT, OSHA, EPA).

• Packaging: Material must be in new, UN 1A2 compliant, sift-proof steel drums (55-gallon capacity) with 7 mil polyethylene liners. Palletizing requirements are detailed, specifying new, undamaged pallets with specific dimensions and construction.

• Labeling: Containers and pallets must be labeled in English with specific information including commodity name, lot number, weight, and origin.

• Transportation: Contractor is responsible for transport (CIP) to the delivery point.

• Delivery: Contractor must schedule deliveries in writing at least 15 business days in advance and provide detailed delivery information. Deliveries must be completed within 3 years of order issuance.

• Inspection and Acceptance: DLA will perform visual inspections and may sample/test lots. Acceptance/rejection notification will be provided within 30 business days. Non-conforming material must be replaced at no cost to the government.
