This sources sought notice is for planning purposes only to gauge industry interest and capabilities for Transportation Process Support services for the Defense Logistics Agency (DLA) J345. It is not a Request for Quote (RFQ) or Invitation for Bid (IFB), and does not obligate the government to acquire any supplies or services. The government will use the responses to develop an acquisition strategy.

Interested vendors must demonstrate the ability to meet all requirements outlined in the attached Performance Work Statement (PWS). Key areas of expertise required include:

• Assisting DLA J345 with the use of the Transportation Process Support (TPPS) system.
• Supporting audit requirements.
• Extensive knowledge of specific software/applications: Logistics Tools Suite (LTS) including Tracker Lite, DoD approved Third Party Payment System (Syncada), and Transportation Global Edit Table (TGET).
• Knowledge of Government Accounting processes, Procedures, and Transportation Working Capital Fund (TWCF) Billing Process and Procedures.
• Technical expertise in defining and analyzing project requirements, and supporting system/programming specifications development.
• Proficiency with database management.
• Ability to perform research, critical analysis, and problem resolution, including EDI 858 shipment transaction processing, DLA Warehouse Management System (WMS) technical issues, and TPPS data issues.
• Applying industry knowledge to determine data accuracy and reasonableness.
• Excellent verbal and written communication skills and leadership abilities.
• Demonstrated ability in full life cycle development.
• Capability to perform data mining, cleansing, and analysis for government reporting requirements.

Vendors must submit a capability statement including:

• Company name, GSA contract number, other government-wide contracts, socioeconomic status(es), CAGE code, UEI number, business size relative to NAICS code, mailing address.
• Primary point of contact (POC) information.
• Examples of direct experience as a prime contractor performing similar work (contract number, agency, scope/value, length, role).
• Confirmation of personnel expertise in the listed software and processes.
• Information on whether the company has its own system ready for use and assurance methods (e.g., SOC 1 Type 2 Report).

Responses are limited to 9 pages (single-sided, 12-point font, 8.5x11 page, 1” margins) in Microsoft Word or Adobe PDF format.

Not specified in this notice, but vendors should indicate their socioeconomic status.

Performance Work Statement (PWS)

To provide non-personal services and qualified personnel to assist the Defense Logistics Agency (DLA) J345 with its Transportation Financial Management (TFM) processes, specifically related to the Third-Party Payment System (TPPS), and to support financial improvement and audit readiness (FIAR) goals.

• Data Analysis and Support: Identify and eliminate root causes of data issues within various transportation and financial systems (e.g., TPPS, DSS, WMS, GFM, LTS, TGET). Analyze transportation data from shipping systems and TPPS to identify discrepancies.

• TPPS Maintenance and System Analysis: Provide expert-level support for the current DoD-approved TPPS, including configuration, report development, and user training.

• Financial Analysis and Audits: Conduct financial analysis, special studies, and research to identify incorrect or unauthorized uses of funds. Provide full visibility of transportation financial execution data.

• Audit Support: Provide contractor processes and documentation relevant to DLA's financial statement audits. This includes providing assurance on the effectiveness of controls over contractor processes, such as database capabilities, data extraction, and report generation.

• Deliverables: Includes monthly status reports, Quality Control Plans (QCP), management reports, assurance reports (SOC 1 Type 2 or internal control testing results), bridge letters, functional specifications for reports and scripts, and training materials.

• Contractor must provide assurance on control effectiveness by August 15th for the period January 1 to June 30.

• A "bridge letter" addressing control changes for July 1 to September 30 is due by October 8th.

• Deliverables will be inspected for conformance, with a 10-business-day review period.

• Performance ratings (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory) will be applied, with potential for payment disincentives for Marginal or Unsatisfactory ratings.

• One base year with four option years.

• Work will be performed off-site at the contractor's facilities.

• Staffing: Requires US citizens only; dual citizens are not authorized. Key personnel include a financial subject matter expert and an audit compliance and control environment program manager.

• Security: Minimum of a favorably adjudicated Tier 1 (T1) investigation or equivalent is required for contractor personnel.

• Compliance: Adherence to FAR clauses (e.g., Limitations on Subcontracting), Federal Travel Regulations, and security protocols (e.g., CAC management, OPSEC, INFOSEC) is mandatory.

• Reporting: Regular status reports (weekly and monthly) are required, detailing progress, resource status, issues, risks, and planned activities.
