Amendment / Modification

This amendment (0003) to solicitation SPE2DH25R0001 makes the following changes:

• Vendor Questions, Answers, and Pricing Revisions (Attachment 3): Provides responses to vendor questions and details revisions to the pricing spreadsheet. Section I addresses General, Technical, and Price/PEL questions. Section II details changes to the Price Evaluation Book, including a list of removed items.

• Proposal Submission Deadline Extension: The deadline is extended from April 10, 2026, 3:00 PM EST to April 24, 2026, 3:00 PM EST.

• Revised Pricing Submission (Attachment 1): The "Price Evaluation Book (Amendment 0003).xlsx" has been updated. The Price Evaluation List (PEL) is reduced from 85 to 75 items. Offerors must use the "PEL Amendment 0003" tab for submission. The "Price Evaluation List (PEL)" tab is for reference only. Proposals must include a price for all 75 items to be considered technically acceptable.

• Alternate Item Submission (Attachment 4): Clarifies the process for proposing technically equivalent alternate products using "Alternative Items Price Book.xlsx". Failure to provide an acceptable price for all 75 PEL items may result in the proposal being deemed technically unacceptable.

• Solicitation Document Revisions:

  • Procurement Note C08, "Tailored Logistics Support Purchasing Reviews," is removed.
  • All references to "85 PEL items" are changed to "75 PEL items."

• Proposal submission deadline.

• Pricing spreadsheet (Attachment 1).

• Number of PEL items (reduced from 85 to 75).

• Procurement Note C08 removed.

• References to PEL item count updated.

• The proposal submission deadline has been extended to April 24, 2026, 3:00 PM EST.

• Offerors must use the updated pricing spreadsheet and account for the reduced number of PEL items (75).

• Failure to price all 75 items or to submit alternate items correctly may lead to technical unacceptability.

Amendment / Modification

This amendment addresses vendor questions and revises the Price Evaluation List (PEL).

Key changes include:

• Section I: Questions and Answers: Provides responses to vendor inquiries regarding solicitation procedures, technical requirements, contract administration, and pricing.

• Section II: Price Evaluation Book Update: The Price Evaluation List (PEL) has been reduced from 85 to 75 line items. Ten specific items have been removed. Offerors must now provide pricing for all 75 revised PEL items.

• Procurement Note C08 Removed: The requirement for contractors to obtain at least two competitive quotes for each purchase and document price reasonableness has been removed.

• Small Business Awards: Clarification that the reserve of three awards for small businesses is a minimum floor, not a ceiling, and more awards may be made if technically acceptable small business proposals are received.

• Technical Evaluation: Clarification that the evaluation is Lowest Price Technically Acceptable (LPTA), with proposals first evaluated for technical acceptability on a pass/fail basis, and then award based on lowest evaluated price.

• Product Line Definition: A "product line" is defined as a distinct product family or major category as established by the Original Equipment Manufacturer (OEM).

• TAA Compliance: TAA compliance is a material requirement, and non-compliant items may be found technically unacceptable.

• Logistics Functions: The requirement for "full range of logistics functions" can be met through standard commercial fulfillment services.

• Inventory: Contractors are not required to maintain owned inventory; a just-in-time or distributor model is acceptable.

• Item Removal: Clarification on the process for contractors to request item removal from their awarded list and the Government's process for designating new sources.

• Pricing: Specific guidance on pricing for revised PEL items, including handling of discontinued or unprocurable items by proposing technically equivalent alternates.

• Solicitation procedures, technical requirements, contract administration, pricing instructions, and the Price Evaluation List (PEL).

• Offerors must update their proposals to reflect the revised PEL and the removal of Procurement Note C08.

• Pricing must be submitted for the 75 revised PEL items.

• All references to "85 PEL items" in the solicitation are now "75 PEL items."
