Statement of Work (SOW) / Performance Work Statement (PWS)

To provide waste (non-hazardous) and recycling collection services for the Defense Microelectronics Activity (DMEA) Campus at McClellan, California.

• Provide personnel, equipment, containers, tools, materials, vehicles, and supervision for refuse and recycling collection.

• Services include transport and disposal of waste and recycling.

• Specific services include:

  • Two (2) minimum eight (8) cubic yard containers (one refuse, one recycling) for cardboard/paper, located in DMEA's Center Lot.
  • Scheduled collections twice weekly (preferably Tuesday and Thursday, with at least two days between pickups, excluding weekends).
  • Up to twelve (12) unscheduled collections per year upon request (response within 48 hours).
  • Optional provision of 20, 30, or 40 cubic yard roll-off containers up to six times per year (response within 48 hours).

• Containers must be appropriately marked, have lids, and be returned to the original location upright with lids closed.

• Contractor is responsible for cleaning up spills and any debris during servicing.

• Contractor is responsible for any damage to Government property or equipment during collection services.

• Contractor vehicles must be clearly marked with company name/logo and phone number.

• Contractor bins and containers must be clear labeled with company name, purpose, and be in good condition with functional lids; damaged items must be replaced at no cost to the Government.

• Contractor personnel must be U.S. Citizens and possess valid driver's licenses.

• Contractor drivers are subject to inspection and must provide proof of citizenship and undergo fingerprinting.

• Service to be provided during normal operating hours (0600-1600 hours, Monday-Friday), excluding Federal Holidays.

• The contract includes one base year and four consecutive option periods, exercised annually.

• Services are for the DMEA Campus located in McClellan, CA, with specific access to Buildings 1, 2, Central Utility Plant, Building 600, and Building 640.

• All Contractor personnel performing work onsite must be U.S. Citizens.

• Contractor drivers must have current, valid driver's licenses and be available for inspection.

• A list of authorized drivers must be provided to the Contracting Officer Representative (COR) within 14 days of award and updated as changes occur.

• Background checks and fingerprinting are required for all drivers prior to onsite work.

• A schedule for refuse and recycling collection must be provided at award and updated as needed.

Solicitation / RFP / RFQ

This document is a Combined Synopsis/Solicitation for Refuse Collection and Recycling Services for the Defense Micro Electronics Activity (DMEA) at McClellan, California. The government anticipates awarding a firm-fixed-price contract.

• Regular refuse and recycling collection services.

• Unscheduled collections as needed.

• Roll-off container services (20, 30, 40 cubic yards).

• Extra service days for trash and recycling bins.

• Haul and delivery rates for roll-off bins.

• Disposal rates for trash in roll-off bins.

• Services are to be performed in accordance with the attached Performance Work Statement (PWS) 26-6C8.

• Contract type: Firm-fixed-price.

• Period of Performance (PoP) for various CLINs ranges from July 1, 2026, to June 30, 2031, with options extending to June 30, 2031.

• Quotes may be submitted using contractor-generated quote forms.

• Quotes are due by 1400 (2:00 p.m.) Pacific Standard Time on Tuesday, April 28, 2026.

• Submit quotes via email to Michael.w.hallock4.civ@mail.mil.

• Evaluation will be based on "Best Value" to the Government, considering Price.

• The Government may reject any or all quotations and reserves the right to cancel the solicitation.

• Proposal preparation costs will not be reimbursed.

• The document lists numerous FAR and DFARS clauses, including various small business set-aside provisions (e.g., HUBZone, Total Small Business Set-Aside, Partial Small Business Set-Aside, Small Business Subcontracting Plan), indicating potential eligibility requirements or preferences.

• Offerors are encouraged to review the attached Performance Specification and all associated solicitation documents.

• The government recommends a specific CLIN structure but allows for alternative structures if they are economically and administratively advantageous.

• All terms, conditions, solicitation provisions, and contract clauses listed are applicable and will be incorporated into the resulting contract.
