Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for procuring, upgrading, repairing, and performing corrective maintenance on equipment used by the Commander Fleet Readiness Center (COMFRC) at its three major depot-level maintenance centers: Fleet Readiness Center Southeast (FRCSE), Fleet Readiness Center East (FRCE), and Fleet Readiness Center Southwest (FRCSW). The goal is to support fleet aircraft schedules, address obsolescence issues with aging equipment, and enhance the command's capacity to support 4th and 5th generation weapon systems.

The agreement establishes a framework for providing cost-effective equipment solutions and capabilities. Specific services may include:

• Evaluation for Repair

• Labor for on-site support and repair

• Material procurement

• Shipping

• Training

• Over and Above work (as approved)

• Evaluation for Repair (Level One): Contractor must mobilize and perform testing, disassembly, cleaning, and troubleshooting within 10 business days of order receipt. A Field Service Report (FSR) and Firm-Fixed Price quote are due within 5 business days of evaluation completion.

• Evaluation for Repair (Level Two): Similar to Level One, but with a 20 business day mobilization timeframe.

• Service/Repairs Labor: Work must adhere to applicable Original Equipment Manufacturer (OEM) specifications. Acceptance testing is required, observed by the Technical Point of Contact (TPOC).

• Technical Documentation: FSRs (CDRL A001) and Revised Additional Data for Technical Publication (CDRL A002) are required.

• Primary Place of Performance: Fleet Readiness Center Southwest, Naval Air Station North Island, California.

• Performance may extend to other COMFRC facilities if mutually agreed upon for individual calls/orders.

• Work is generally performed Monday through Friday, 0600 to 1430, excluding Federal Holidays, unless otherwise coordinated.

• Quality Assurance/Control: Contractor must implement a QA/QC program compliant with ANSI, ASO, and ISO standards.

• Safety: Strict adherence to all applicable safety regulations (e.g., EM 385-1-1, OPNAV 5100) is required. The contractor is responsible for employee safety and compliance with hazardous material handling and environmental regulations.

• Security: Compliance with physical and cyber security requirements (e.g., CMMC Level 1, DOD 5220.22-M, SECNAV Form 5512/1 for base access) is mandatory.

• Tool Control: A tool control program is required for industrial areas to prevent Foreign Object Damage (FOD).

Section 9 lists specific DMG Mori, Mori Seiki, and FASTEMS equipment covered under this BPA. Government Asset numbers are the preferred identifiers.

Justification and Approval (J&A)

This document authorizes and approves a contract action for repair services for DMG MORI equipment, including supplemental repair, other labor, equipment relocation, on-site and off-site training, and material. These services are for equipment owned by Fleet Readiness Centers (FRCSW) and support multiple FRCSW platforms critical to the Fleet Infrastructure Optimization Plan.

• Repair Services (RS) for DMG MORI, Mori Seiki, and FASTEMS equipment.

• Includes machine pallets, chillers, and miscellaneous machine parts.

• Labor for repair and support services.

• On-site training and training at the DMG Mori Academy in Hoffman Estates, IL.

• The Basic Ordering Agreement (BOA) will have a five (5) year ordering period.

• The estimated dollar value for FY26-31 is detailed in a table (specific values redacted).

• The document has no foreseen expiration date but will expire five (5) years from contract award.

• DMG MORI proprietary software (CELOS, Numeric Control, Programmable Logic Control) requires specialized knowledge and access keys for operation and repair.

• Third parties cannot service the equipment without special access via a Service Level Smart Key, which is not sold to them.

• Past attempts to obtain repairs from non-OEM contractors were unsuccessful or required OEM support.

• This justification is for other than full and open competition, citing 10 U.S.C. 3204(a)(1) due to only one responsible source (DMG MORI) being capable of satisfying the agency's requirements.

• The Contracting Officer has determined the anticipated cost to be fair and reasonable based on market research and historical data.

• The Government has no current plans to compete future contracts for these services but will assess feasibility for future requirements.
