Scope of Work

The objective is to provide hotel accommodations and dedicated meeting space in the Washington D.C. metropolitan area. Specific dates are provided for December 2026 (AY27), December 2027 (AY28), and December 2028 (AY29), with primary and alternate date options.

Key Requirements

Hotels must be 3-STAR or better, located within 4 miles of the White House and 0.25 miles walking distance to a Metro station. Rooms must be contiguous, clean, and well-maintained, with specific amenities detailed in the Performance Work Statement (PWS). Unique facility requirements include:

  • An Operations Center capable of accommodating 7-12 persons, equipped with specific furniture, A/V, water, refrigerator, telephone, and high-speed internet for up to 14 devices. This center must be available from Day 1 noon through Day 4, 6:00 p.m.
  • A Baggage Area of at least 1,900 sq ft, single location, capable of holding 450+ luggage pieces, lockable, and close to the Operations Center.
  • Parking and Loading space for 4 vans, 1 minivan, and motor coaches on specified days.
  • The hotel's Security Manager must cooperate with USAWC Security Specialists for risk assessment and comply with Army security regulations and OPSEC protocols. A site visit will be conducted prior to award.

The services are required for three academic years:
