Statement of Work (SOW) / Performance Work Statement (PWS)

This contract is for Architect-Engineer (A-E) design services to support various projects at the Department of Commerce (DOC), specifically within the Herbert C. Hoover Building (HCHB). The objective is to provide multi-disciplinary engineering services to support the DOC mission, focusing on the renovation needs of the historic HCHB.

The A-E firm will provide professional architectural and engineering design services and technical advisory support for facility and infrastructure projects. This includes planning, studies, assessments, and/or design of renovation projects. Specific services may include:

• Facility planning and project development (master plans, project/site plans)

• Development of Design-Bid-Build (DBB) packages (drawings, specifications)

• Development of Design-Build (DB) Request for Proposal (RFP) packages

• Preparation of cost estimates

• Development of alternatives and economic analysis

• Condition assessments of existing buildings

• Field investigations (utility and geotechnical)

• Preparation of engineering evaluations

• Incorporation of sustainable engineering design practices

• Consultations with specialty design professionals

• Energy computations

• Soil borings

• Obtaining permits and regulatory approvals

• Environmental investigations and consultations

• Review of contractor submittals

• Field consultation and inspection during construction

• Commissioning support

• Operation and Maintenance Support Information (OMSI)

• As-built drawing preparation

• Functional Analysis Concept Development (FACD) and design charrettes

• Place of Performance: Herbert C. Hoover Building, Department of Commerce, 1401 Constitution Ave, NW Washington, DC 20230.

• Period of Performance: 5 years from the date of award, consisting of a 12-month base year with four (4), 12-month option periods.

• Compliance: Adherence to all DOC and GSA standards, processes, and procedures. Compliance with applicable Federal, State, local, and District of Columbia regulations for safety, environmental compliance, and hazardous materials handling.

• Personnel: Contractor personnel must possess current, valid licenses and certifications. Key personnel include Project Manager(s), Senior Architect, Senior Civil Engineer, Senior Structural Engineer, Senior Mechanical Engineer, Senior Plumbing Engineer, Senior Electrical Engineer, Senior Quality Control Manager, and Senior Fire Protection Engineer.

• Security: Compliance with DOC instructions regarding performance in Government facilities, including restrictions on portable electronic devices (PEDs) in secured spaces.

• Reporting: Submission of contractor personnel roster, task order status reports (monthly, bi-weekly, or weekly), and attendance at progress meetings.

• Deliverables: Comprehensive breakdown of project discipline rates, task order proposals, and various reports, calculations, drawings, specifications, and cost estimates as defined in Technical Exhibit 2 (Deliverables Schedule).

• Quality Control: Contractor must monitor performance per an approved Quality Control Plan (QCP).

• Travel: Travel is not required under this IDIQ contract, but may be approved on a task order basis for meetings or official business.
