Quick Summary
The U.S. Coast Guard is soliciting proposals for Waterborne Sidescan services for the USCGC CHARLES DAVID JR (WPC-1107) in Key West, FL. This Combined Synopsis/Solicitation seeks a Firm Fixed-Price, multi-award contract for underwater hull inspection scans. This opportunity is a Total Small Business Set-Aside. Proposals are due March 11, 2026.
Purpose & Scope of Work
The objective is to conduct a waterborne inspection scan of the hull plating (underwater hull and freeboard) of the USCGC CHARLES DAVID JR. This provides a digital report of plate thicknesses to evaluate and plan potential hull repairs during a forthcoming dry dock maintenance availability. Services include identifying and reporting all shell plate thickness and discrepancies, with scanning performed alongside a Coast Guard Inspector or COR. Scanning must cover all hull areas, including up to six inches around obstacles. Automated scanners must handle convex areas (8-inch radius+) and concave areas (12-inch radius+). Contractors will also measure average paint thickness for accurate metal thickness readings.
Deliverables
An electronic report is required within 30 calendar days of scan completion. The report must include a findings narrative, plate summary table, composite mosaic of scan images overlaid on shell plate expansion drawings, and color-coding for plate thickness wastage (RED for >=25%, YELLOW for 10-24%, DARK GREEN for <10%). Each plate requires a separate page with scan image, nominal thickness, legend, repair areas, unusual areas, and orientation. All files must be compatible with USCG standard workstation software (AutoCAD, MS Office, Adobe PDF, JPEG).
