Sources Sought

The United States Army Special Operations Command (USASOC) is seeking to identify responsible sources capable of providing Irregular Warfare (IW) and Counter Threat Finance (CTF) support services. This includes creating and developing IW/CTF doctrine and training products, compliant with current Army and TRADOC regulations and utilizing Army approved automation systems as defined in the attached Draft PWS.

• Development of IW/CTF doctrine and training products.

• Compliance with current Army and TRADOC regulations.

• Utilization of Army approved automation systems.

• Projected Period of Performance (POP): 01 September 2026 – 31 August 2031.

• Interested sources must submit a capability narrative (max 5 pages), company name, point of contact, address, DUNS and CAGE number, applicable NAICS codes and business size, and demonstrate capability in accordance with the draft PWS.

• Responses are due by 10:00 AM EST on 12 February 2026.

• Submissions must be sent electronically via email to chu.y.ku.civ@socom.mil and brian.gilmore1@socom.mil.

• The reference number H92239-26-R-E004 must be included in the subject line and submission documents.

• Respondents should advise the Government of their business size status (large, small, small-disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business, historically black college, or university and/or minority service institute), including any pending changes.

• This is a Sources Sought announcement, not a Request for Proposal (RFP).

• No proprietary or corporate data will be released outside the Government.

• Contractors interested in providing this service should be registered in the System for Award Management (SAM.gov).

• Respondents are cautioned about potential email delivery issues due to file size limitations and security protocols. It is the respondent's responsibility to ensure receipt.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide Irregular Warfare (IW) and Counter Threat Finance (CTF) doctrine and training product development and instruction services. The primary objective is to support the Special Operations Center of Excellence (SOCOE) as the Army IW proponent in developing and synchronizing doctrine and training products.

• Develop and revise IW and CTF doctrine and training products.

• Conduct research, analysis, and documentation to support Army conventional and special operations forces.

• Utilize Army-approved automation systems, including Training Development Capability (TDC) and Army Training Management System (ATMS).

• Interface with operational force units, interagency partners, Joint and Army staff, and other Centers of Excellence.

• Provide instruction services.

• Projected Period of Performance: One (1) Base Year of 12 months and four (4) 12-month ordering periods.

• Place of Performance: Primarily at USAJFKSWCS/SOCOE, Fort Bragg, NC. Remote work may be authorized.

• Security Clearances: SECRET level required for most positions, with some requiring Top-Secret Clearance with SCI eligibility.

• Personnel Qualifications: Must possess specific experience in doctrine/training development, familiarity with relevant Army systems, and the ability to read, write, speak, and understand English.

• Quality Control: Contractor is responsible for a Quality Control Program (QCP) and must submit a written QCP within 15 days of contract award.

• Federal Holidays: Contractor is not required to perform services on recognized federal holidays.

• Hours of Operation: Eight hours per workday, between 6:00 AM – 6:00 PM Monday through Friday, excluding federal holidays or government facility closures.

• Organizational Conflict of Interest (OCI): Contractor must identify and mitigate any potential OCI.

• Contractor Manpower Reporting: Required via SAMS.GOV.
