Purpose & Scope

The DoD currently faces inefficiencies due to decentralized access to non-government standards. This RFI aims to explore acquiring an enterprise-wide license for a digital platform that offers comprehensive access to these standards, including current and historical versions, for all DoD personnel globally. The scope includes providing access to specific non-government standards collections, comprehensive parts and substitution data, and logistics management data to support DoD engineering projects and acquisitions.

Key Requirements

  • Standards Access: Unlimited access to current and historical versions of non-government standards from specified Standards Developing Organizations.
  • Logistics Data: A powerful search and retrieval tool aggregating parts and logistics information from government, military, and commercial sources, including the Federal Supply Catalog. Capability to ingest and manage multi-level Bill of Materials (BOM) structures.
  • Seats & Locations: Support for varied concurrent users, ideally unlimited seats/licenses for all DoD personnel (military, civilian, government support contractors). Access must be available worldwide on a .mil network, with 24/7 availability and 98% uptime.
  • Authentication: Integration with DoD's central ASSIST portal, supporting Single Sign-On (SSO), Common Access Card (CAC), Public Key Infrastructure (PKI), and DoD email domain authentication.

  • A detailed solution overview, including platform architecture and features.
  • A list of non-government standards collections offered, confirming access to current and historical versions.
  • Draft Service Level Agreements (SLAs) detailing performance metrics, uptime guarantees, and penalties.

  • A Rough Order of Magnitude (ROM) pricing model for an enterprise-wide license, including line-item pricing, bundled/unbundled options, and optional services.
