Statement of Work (SOW)

To conduct a comprehensive Hazardous Materials (HAZMAT) survey, including asbestos and lead-based paint, of Dodd Hall (Facility 448) at JBLE-Langley, Virginia. The survey aims to identify and assess the presence of hazardous materials to ensure compliance with regulations and to determine the scope and cost of remediation prior to facility demolition.

• Initial Site Assessment: Identify potential hazardous materials within the facility and conduct a walk-through with a government representative.

• Field Assessment: Access all facility areas, including lodging rooms, offices, corridors, service areas, and mechanical rooms. Perform destructive testing behind drywall, under carpets, and above ceilings to sample potentially contaminated materials.

• Laboratory Analysis: Submit collected samples to an accredited laboratory for analysis of asbestos and lead-based paint.

• Report Preparation: Prepare a comprehensive report detailing findings, including photographs, laboratory results, and recommendations. Quantify all contaminated materials to provide a detailed cost analysis using market rate unit costs. Use professional engineering judgment for quantity estimates if a complete plan set is unavailable.

30 days from the date the Notice to Proceed is issued. The government will have three working days per submittal for review and comment outside of this period.

• Ensure compliance with all relevant regulations and standards (OSHA, EPA, local regulations).

• Implement safety measures to protect surveyors and facility occupants.

• Utilities are cut to the building; no water or electricity provided.

• Contractor must furnish a generator if needed for destructive testing.

• A fire hydrant is located within 65 LF of the rear exterior door for water supply, requiring State approved double backflow preventers.

• Normal Hours of Operation: Monday-Friday, 7:30 am to 4:30 pm, including weekends and federal holidays. Extended hours require Contracting Officer approval.

• Security Requirements: Contractor must ensure the job site and equipment are secured at the end of the workday.

• Sanitary Facilities: Contractor may provide portable toilets or use nearby public restrooms (Riverview Event Center).

• Written notification to the Contracting Officer three days prior to commencement, including commencement date, work hours, and contractor representative contact information.

• All submittals must be reviewed and signed by the Contractor's Quality Control (CQC) representative.

• Include one completed AF Form 3000 and a digital copy and/or two copies of all attachments for each submittal.
