Purpose

This RFI/SSN is for market research purposes only and is not a Request for Proposal (RFP). GSA is assessing the market to determine if adequate competition exists among Small Business, HUBZone, Women-Owned, or Service-Disabled Veteran-Owned small businesses capable of performing the required construction services. Based on this research, the requirement may be set aside for one of these groups.

Scope of Work

The project involves the turnkey construction of a SCIF within an existing facility (Building 810) at the Denver Federal Center. The scope includes demolition, architectural, mechanical, electrical, plumbing, fire protection, telecommunications, audio visual systems, security, equipment, and furnishings, all in full compliance with applicable SCIF standards and accreditation requirements. The project covers approximately 23,688 square feet of combined office and support space, including 16,000 sq ft of finished office workspace and 7,688 sq ft of existing mechanical/electrical rooms. The finished space will feature a reception area, offices, conference rooms, hoteling cubicles, pantry, server room, and a large video conferencing room. Work must adhere to GSA PBS Core Buildings Standards and Building Information Modeling (BIM).

Submission Requirements

Interested parties must submit a written Letter of Interest including a Capability Statement (maximum five single-sided pages in PDF format) and complete a Google Form. The Capability Statement should address:

  • Company information (name, UEI, address, POC, SAM registration, business size, socioeconomic designations).
  • Evidence of bonding capability for a single project up to $20,000,000 and aggregate capacity.
  • A brief narrative description of three relevant projects performed as a prime contractor within the past seven years, demonstrating experience with:
    • Construction cost of at least $10,000,000.
    • Comparable construction footprint (15,000 to 35,000 sq ft).
    • Interior construction, renovation, or tenant build-out within an existing, occupied facility.
    • Construction of SCIFs or similar secure, controlled-access environments.
  • Responses to specific questions (items 1-19) via the Google Form, covering topics like local presence, risk mitigation, industry day interest, and experience with SCIF accreditation and occupied facilities.
