DONRCO requires a Strategic Advisor and Operating Partner to support its mission of rapidly assessing, executing, fielding, and transitioning urgent solutions to ensure U.S. maritime supremacy. This non-personnel services contract will operate across three integrated workstreams:

  • Portfolio Performance: Continuously assessing, optimizing, and tracking active and candidate capability investments (DONRCO 1.0).
  • Strategic Planning: Translating lessons observed into an institutionalized platform architecture, standard operating procedures, and capital coordination frameworks (DONRCO 2.0 Mission Planning).
  • Strategic Deal Support: Providing strategic transaction architecture, contract structuring recommendations, and vendor sourcing strategies (DON Office of Small Business Programs (OSBP) Strategic Deal Support). Key deliverables include performance assessment against the Budget Execution-Year Technology Selection (BETS) thesis, Platform Architecture and Standard Operating Procedures, Capital Coordination and Stakeholder Engagement Framework, SECNAV-grade ROI and Performance Metrics Reporting, and Strategic Deal Architecture Memoranda.
