This is a Request for Quotation (RFQ) for commercial items to procure the delivery, installation, and removal of 36 dorm cooktops. The acquisition is a Firm-Fixed Price (FFP) RFQ and is set aside exclusively for 100% Small Business Concerns. The North American Industry Classification System (NAICS) code is 333310 – Commercial and Service Industry Machinery Manufacturing, with a small business size standard of 1,000 employees.

• Delivery, installation, and removal of 36 dorm cooktops.

• Detailed specifications are provided in Attachment 1 (Statement of Work).

• Place of Performance/Delivery/Acceptance/FOB Point: F.O.B. Destination, Minot AFB, ND 58705.

• Contract Type: Firm-Fixed Price (FFP).

• Period of Performance/Delivery: To be determined, but quotes must be valid through September 30, 2026.

• Submission Method: Quotes must be submitted via email to the Points of Contact (POCs) and Contracting Officer.

• Submission Deadline: Thursday, April 16, 2026, no later than 1:00 PM CST.

• Questions Deadline: Friday, April 10, 2026, no later than 1:00 PM CST.

• Evaluation Criteria: Award will be made to the responsible Quoter whose quote represents the Best Value to the Government, considering Technical Capability (pass/fail), Price, and Past Performance. Past Performance is approximately equal in importance to price.

• Technical Capability Demonstration: Quoters must submit product literature and clear photographs for each unique item to demonstrate technical compliance.

• Pricing Submission: Must use Attachment 2 – Price Schedule.

• This acquisition is set aside for 100% Small Business Concerns.

• Award will be based on initial quotations; post-submittal inquiries are not guaranteed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish and install thirty-six new cooktops in Building 221 dormitory quad rooms at Minot AFB, ND, and remove and dispose of thirty-six existing cooktops.

• Furnish thirty-six new 2-burner, 208V AC, 50/60 Hz, 15 amp cooktops (black or white) with safety features (heat limiting protectors, on-indicator, hot burner indicator).

• Remove thirty-six existing cooktops.

• Dispose of removed cooktops off-base.

• Install new cooktops, including electrical connections and countertop modifications as needed for proper fit.

• Perform functional testing of each installed unit.

• Clean the workplace daily by 4:00 PM and ensure it is free of debris.

• Work to be completed within 5 business days after delivery.

• Installation to begin no later than 30 calendar days after purchase receipt.

• Daily cleaning of the work area.

• All work must comply with OSHA and NEC requirements.

• Government inspection and acceptance of all work.

• Location: Building 221 dormitory quad rooms, Minot AFB, ND 58705.

• Installation Period: 5 business days.

• Removal Start: Within 30 days of contract award.

• Work Hours: Monday-Friday, 8:00 AM to 4:00 PM, excluding holidays and down days.

• Contractor must provide all labor, supervision, tools, equipment, and transportation.

• Contractor is responsible for off-base disposal of old cooktops and all packaging/debris.

• Contractor personnel require base access coordination and must adhere to security requirements.

• Delivery to a building with three floors and stairwell access only; staging area within 100' of entrance.

• Contractor must protect existing furniture and building materials during installation.

• Contractor must notify the Contracting Officer of any deviations from site conditions or requests for equitable adjustment.

• Adherence to Voluntary Protection Program (VPP) and base access procedures (South Gate entry, pass requirements, identification, prohibitions on firearms and individuals with criminal records).
