Scope of Work
The Government requires contractors to provide all services, facilities, labor, parts, materials, equipment, tools, and data necessary for the new manufacture of the specified Aircraft Door. The items must be packaged and shipped to required destinations. This item is classified as a non-Critical Safety Item (CSI). A technical data package list (TDPL) is not available.
Special Requirements
Contractors must have a plan to meet all Government special tooling and test equipment requirements. This can be achieved through:
- Physical possession of required tools.
- Confirmed requisitions for required tools.
- Confirmed arrangements for subcontracting processes requiring special tools.
- Specific plans detailing a technical approach to develop equivalent tools.
Eligibility & Proprietary Data
The applicable NAICS code is 336413 (Aircraft Manufacturing) with a Small Business Size Standard of 1250 employees. The Product Service Code (PSC) is 1560 (Airframe Structural Components). The Government does not own the proprietary data for this requirement. Offerors must have the ability to procure the requisite proprietary data from Sikorsky Aircraft Corporation to be eligible for award. Contractors with access to this proprietary data should provide a capabilities statement detailing authorization from Sikorsky.
Submission Details
Interested businesses should submit a brief capabilities statement package, not exceeding ten 8.5 x 11-inch pages (10-point font minimum), in bullet format. Submissions should demonstrate the ability to provide the required products/systems. Required information includes:
- Organization name, address, primary points of contact (POCs) and their email, website, telephone number, and type of ownership.
- Tailored capability statements addressing notice requirements, with documentation supporting claims.
- If significant subcontracting or teaming is anticipated, address the administrative and management structure. Responses must be electronically submitted to Contract Specialist Pamela Pritchard (pamela.n.pritchard.civ@army.mil) in Microsoft Word or PDF format. The email subject line and all documents must reference the sources sought number.
