This is a combined synopsis/solicitation for commercial items, specifically a Request for Quotation (RFQ) for the dormitory surveillance camera system replacement on Travis Air Force Base, California. This announcement serves as the only solicitation; no separate written solicitation will be issued.

• Removal and disposal of 416 existing surveillance cameras and associated equipment/cabling.

• Installation of a new surveillance camera system in 18 buildings.

• Work includes Buildings 1331 and 1332, with the remaining 16 buildings (1304, 1305, 1308, 1309, 1314, 1315, 1316, 1317, 1334, 1350, 1351, 1352, 1353, 1354, 1355, 1356) as options.

• Workstations equipment and software are also required.

• Services to be completed within 120 calendar days of receipt of the Notice to Proceed.

• The contractor shall provide the requirement under a Firm Fixed Priced contract.

• Contract type: Firm Fixed Price.

• Period of Performance: 120 calendar days from Notice to Proceed.

• F.O.B. Destination.

• Funds are not presently available for option CLINs; contract obligation is contingent upon availability of appropriated funds.

• RFQ Response Deadline: July 6, 2026, at 12:00 PM PST.

• Submission Method: Electronically via email to both Points of Contact.

• Site Visit: June 18, 2026, at 10:00 AM PST.

• Requests for Information (RFI) Deadline: June 22, 2026, at 4:00 PM PST.

• Evaluation Factors: Price, Technical (Acceptable/Unacceptable), and Past Performance (rated Substantial, Satisfactory, Neutral, Limited, or No Confidence).

• Award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors.

• This acquisition is a total Small Business Set-Aside.

Statement of Work (SOW)

To remove and dispose of existing non-compliant surveillance cameras and associated equipment, and install a new NDAA/TAA compliant IP-based camera surveillance system and environmental sensors across 18 buildings at Travis Air Force Base Dormitory Campus.

• Removal and disposal of approximately 416 existing cameras and associated equipment.

• Installation of approximately 630 new surveillance cameras, 57 exterior cameras, and 706 new environmental sensors.

• Installation of new CAT 6A cabling and power/electrical outlets.

• Configuration and adjustment of camera Fields of View (FOVs).

• Provision of two (2) separate Viewing Stations with 85-inch monitors.

• Removal and disposal of all previous and inoperable camera components and related systems.

• System training for Dormitory Management Staff, 60 CES ITEC personnel, and 60 CS.

• Environmental sensors must detect air quality metrics (VOCs, PM2.5), temperature, and humidity, with real-time alerts.

• Cameras must be all-weather capable, with day/night and low-light capabilities, and motion detection recording.

• Cameras and systems must be FIPS 140-2 rated.

• Video surveillance solution must be cloud-managed, enterprise-grade IP camera system utilizing a FedRAMP Ready cloud platform.

• Video recording must be retained locally at the camera edge for a minimum of 90 days.

• External cameras must support 4K resolution; internal cameras must support 5 MP resolution.

• UPS systems must provide a minimum of four hours of backup runtime.

• All installed components must have a manufacturer's standard warranty of not less than five (5) years.

• Work to be performed at Travis AFB Dormitory Campus, 60 CES IT office (building 899), and 60th Communications Squadron (building 243).

• Installation/removal will occur by building based on the availability of funds.

• Compliance with Section 889 of the John S. McCain National Defense Authorization Act of 2019 (NDAA).

• All equipment must be NDAA/TAA compliant.

• 60th Communications Squadron (CS) will need to review and approve all proposed equipment prior to purchase.

• Contractor must provide qualified network engineering personnel, including at least one Cisco Certified Internetwork Expert (CCIE) on staff.

• Contractor shall coordinate with 60 CS to verify compatibility, capacity, licensing, and configuration requirements of the existing network environment.

• Recognized Holidays are listed, and no services will be performed on these days.

• Hours of Operation: 0730-1600 Monday thru Friday, except Federal holidays or when the Government facility is closed.

• Contractor shall provide a contract manager responsible for the performance of the work.

• Post Award Conference/Periodic Progress Meetings will occur monthly or as needed.

• Deliverables include a Continuity Book and User Training.
