Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial items to procure dryer duct cleaning services for 12 dormitories at Minot Air Force Base, ND, totaling 225 vents. The acquisition is a Firm-Fixed Price (FFP) RFQ and is set aside 100% for Small Business Concerns.

• Service requirement for the cleaning of Dryer Vents for 12 Dormitories (225 vents total).

• Detailed requirements are specified in Attachment 1 - Performance Work Statement (PWS).

• Technical capability must meet all specifications in Attachment 1 – Physical Characteristics.

• Contract Type: Firm-Fixed Price (FFP)

• Period of Performance/Delivery: To be determined (TBD) based on quote.

• Place of Delivery/Performance/Acceptance/FOB Point: F.O.B. Destination: Minot AFB, ND 58705.

• Response Deadline: Wednesday, 22 April 2026, no later than 11:00 AM CST.

• Questions Deadline: 16 April 2026, 4:00 PM CST.

• Quotes must be submitted via email to the POCs and Contracting Officer.

• Quotes must be valid through 01 October 2026.

• Evaluation Criteria: The Government intends to award a single FFP purchase order based on Best Value, considering Technical Capability (pass/fail), Price, and Past Performance (equal importance to price).

• Technical capability must be rated technically acceptable.

• Pricing must be submitted on Attachment 2 – Quote Sheet.

• Past performance will be evaluated based on various sources.

• Award will be based on initial quotations; no post-submittal inquiries are planned.

• Set Aside: 100% Small Business Concerns.

• NAICS Code: 561790 – Other Services to Buildings and Dwellings.

• Small Business Size Standard: $9,000,000.00.

• Relevant clauses and provisions are incorporated by reference, including those related to System for Award Management (SAM) registration and small business set-asides.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide personnel, equipment, tools, materials, and services necessary for Dryer Vent Cleaning in all Minot AFB Dorms.

• Cleaning of dryer vents in multiple dorm buildings (Dorm 122, 123, 130, 205, 207, 210, 211, 214, 216, 218, 221, 276).

• Moving and restarting washers and dryers as needed.

• Work involves vents spread over three floors with limited maneuverability and no outside stairwell access.

• Contractor is responsible for determining the appropriate cleaning method.

• All materials and trash removed from the worksite must be disposed of by the Contractor off-base.

• Work must be completed by 1600/4:00 pm daily.

• Workplace must be cleaned and free of debris daily.

• Work must comply with applicable building standards and codes, including National Electrical Code (NFPA 70) and National Life Safety Code (NFPA 101).

• Contractor must protect existing furniture and building materials with industry-approved coverings.

• All work is subject to inspection and acceptance by Dorm Management.

• Work hours are Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding Saturdays, Sundays, legal holidays, and down days.

• Location: Minot AFB Dorms.

• Contractor employees must not be a potential threat to health, safety, security, or the operational mission.

• Personnel clearance and access must be coordinated with the Contracting Officer.

• Contractor must comply with OSHA and NEC requirements.

• Contractor must be a Certified Dryer Exhaust Technician (C-DET) through the Chimney Safety Institute of America (CSIA) and provide current certification.

• Contractor is responsible for all hazardous waste disposal in accordance with federal and state regulations.

• Contractor is liable for any damage to government property.

• Personnel entering the installation must have valid driver's licenses, proof of insurance, and vehicle registration. Specific gate procedures and pass requirements apply, including advance notification for sponsoring multiple individuals.
