• Period of Performance: Work is expected to begin within two months of award and take no longer than two weeks.
• Point of Contact for Scheduling: SrA Fendall or SrA Nunez will be the Points of Contact (POCs) for scheduling access and coordinating room entry with Dorm Management.
• Escort Availability: The base permits two simultaneous work fronts with one escort alternating between areas, provided a 3-day notice is given for planning. The PWS requirement for escorts at all times is addressed by this clarification.
• Unit Configuration: Units are primarily stacked, but some buildings (100 series, 205, 207, 210, 211) have side-by-side units.
• Duct Routing: Ducts are routed both vertically through exterior walls and horizontally between floors, with a majority being horizontal.
• Last Duct Cleaning: All ducts were cleaned in July 2025.
• Cleaning Sequence: Contractors can clean back-to-back dormitory facilities in sequence on the same day with 24-hour prior notification, within business hours (0800-1600).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide personnel, equipment, tools, materials, and services necessary for Dryer Vent Cleaning in all Minot AFB Dorms.

• Cleaning of dryer vents in multiple dorm buildings (Dorm 122, 123, 130, 205, 207, 210, 211, 214, 216, 218, 221, 276).

• Moving and restarting washers and dryers as needed.

• Work involves vents spread over three floors with limited maneuverability and no outside stairwell access.

• Contractor is responsible for determining the appropriate cleaning method.

• All materials and trash removed from the worksite must be disposed of by the Contractor off-base.

• Work must be completed by 1600/4:00 pm daily.

• Workplace must be cleaned and free of debris daily.

• Work must comply with applicable building standards and codes, including National Electrical Code (NFPA 70) and National Life Safety Code (NFPA 101).

• Contractor must protect existing furniture and building materials with industry-approved coverings.

• All work is subject to inspection and acceptance by Dorm Management.

• Work hours are Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding Saturdays, Sundays, legal holidays, and down days.

• Location: Minot AFB Dorms.

• Contractor employees must not be a potential threat to health, safety, security, or the operational mission.

• Personnel clearance and access must be coordinated with the Contracting Officer.

• Contractor must comply with OSHA and NEC requirements.

• Contractor must be a Certified Dryer Exhaust Technician (C-DET) through the Chimney Safety Institute of America (CSIA) and provide current certification.

• Contractor is responsible for all hazardous waste disposal in accordance with federal and state regulations.

• Contractor is liable for any damage to government property.

• Personnel entering the installation must have valid driver's licenses, proof of insurance, and vehicle registration. Specific gate procedures and pass requirements apply, including advance notification for sponsoring multiple individuals.
