• Large Item Access: All listed dorm locations have ground-level or elevator access suitable for moving large items. No stairs are required for moving tables.
• Pool Table Removal: For Challenger Hall, the pool table will be stored; for Columbia and Enterprise Halls, old tables must be removed and hauled away.
• Pool Table Options: Vendors are allowed to offer two pool table options.
• Table Size Confirmation: The solicitation requests 101-inch (8 ft) tables, not 93-inch (7 ft bar box) tables, due to slate size requirements.
• Table Material: Hardwood tables are required; tavern-style tables are acceptable if they are hardwood and not particle board.
• Arcade Games: Vendors should quote arcade machines offering a similar variety to the current 4600-game selection.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services, specifically the purchase and delivery of gaming tables. It serves as the only solicitation, and quotes are requested directly.

• Item 0001: 3 Pool Tables (1 for Enterprise Hall, 1 for Columbia Hall, 1 for Challenger Hall)

• Item 0002: 4 Video Arcade Machines (1 for Enterprise Hall, 1 for Atlantis Hall, 1 for Discovery Hall, 1 for Endeavor Hall)

• Item 0003: 3 Air Hockey Tables (1 for Columbia Hall, 1 for Discovery Hall, 1 for Endeavor Hall)

• Delivery to specified dorms and coordination with the unaccompanied housing superintendent is required, as detailed in the SOW.

• The government reserves the right to cancel the RFQ at any time without obligation to reimburse vendors for costs.

• Evaluation: Award will be made to the lowest priced technically acceptable vendor. Technical Capabilities are considered equal to Price.

  • Part I (Technical Capabilities): Quote must meet the service description in the SOW.
  • Part II (Price): Lowest priced technically acceptable vendor will be awarded.

• Evaluation Method: Quotes will be sorted by price (lowest to highest). Only the three lowest quotes will be evaluated for technical acceptance.

• The government intends to award without discussions, but reserves the right to conduct them.

• This is a total small business set-aside.

• NAICS Code: 423910 with a size standard of 100 employees.

• All companies must be registered in the System for Award Management (SAM).

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and install gaming tables and arcade machines for all dorms at Whiteman AFB, MO.

• Provide all labor, materials, tools, transportation, vehicles, and equipment necessary to remove and install gaming tables and arcade machines.

• Purchase and install 3 pool tables (8' length), 4 video arcade machines, and 3 air hockey tables (8' length).

• Pool tables: 1" slate top, solid hardwood frame with cross beams, wool/nylon blend felt.

• Arcade machines: Standing units (30"w x 66"H x 35"D), multi-game capable, non-coin operated or overrideable for free resident use.

• Air hockey tables: Commercial grade, solid aluminum or thick nylon rink walls, sturdy base with steel or wood laminate legs and levelers, high output UL approved motor, electronic scoring with infrared sensors.

• Work to be performed Monday-Friday, 0730 to 1600.

• Contractor responsible for site cleanliness and waste disposal.

• Delivery requires a minimum of 120 hours' notice.

• Contractor must supply a list of employees requiring base access at least 3 weeks in advance.

• Installation at various dorms at Whiteman AFB, MO.

• Contractor responsible for protection of grounds, buildings, and equipment.

• Government will not receive or unload contractor deliveries.

• Contractor is responsible for all storage of items.
