Quick Summary

The Department of the Air Force, specifically the Edwards AFB Contracting office, is conducting market research through a Sources Sought/Request for Information (RFI) for Dorm Internet Services at Edwards Air Force Base, CA. This RFI seeks industry capabilities to provide high-speed broadband internet to unaccompanied housing facilities, encompassing a minimum of 400 individual rooms, with a specific requirement for 1,000 Mbps Commercial Internet Service Provider (CISP) service. Responses are due April 13, 2026, at 3:00 PM PST.

Scope of Work

This project requires the installation and management of a broadband internet infrastructure to service a large dormitory complex. The network must provide reliable, high-speed internet to each room, meeting or exceeding FCC broadband speed benchmarks (100 Mbps download / 20 Mbps upload). The Statement of Work (SOW) specifies providing 1,000 Mbps CISP service originating at the Edwards AFB DEMARC, Building 2600, and distributing it to numerous specific unaccompanied housing facilities (e.g., Buildings 2423, 2424, 2511, 5604, 6965, etc.). A key consideration is the presence of existing telecommunications infrastructure, and respondents should address opportunities and challenges related to using, upgrading, or replacing current wiring. An Authority to Operate (ATO) is required.

Questions for Industry

Respondents are requested to provide detailed answers covering:

  • Corporate Experience: Experience providing broadband internet to multi-dwelling units (MDUs) of similar scale (400 rooms), with at least two project examples.
  • Technical Approach: Proposed solution for delivering 100+ Mbps speeds, advantages/disadvantages of access point models, infrastructure requirements, welcome page functionality, and tiered speed upgrade options (technical implementation, billing/management).
  • Existing Infrastructure and Transition: Process for transitioning from an incumbent provider, assessing existing wiring (coaxial, Cat5/6, fiber), proposed "rip and replace" solutions if needed, and familiarity with technologies like MoCA/G.hn.
  • Cost and Pricing: Rough Order of Magnitude (ROM) cost estimates for installation (both "rip and replace" and leveraging existing wiring), estimated monthly cost per room/user for baseline service, and sample pricing for individual speed upgrades.
  • Project Management and Risk: Realistic timeline for installation and proposed mitigation strategies for identified project risks.

Contract & Timeline

  • Type: Sources Sought / Request for Information (RFI)
