Single Source Justification

This document justifies the procurement of "Bldg. 1690 Door Lock Installation and Programming" as a single-source acquisition. The estimated contract cost is $67,000.00.

• Removal and replacement of 127 existing locks with Contractor-Furnished Kaba locks.

• Uploading data and room information into the Dormakaba Community software for JB Andrews Unaccompanied Housing staff.

• Testing of proper door function and operation of the replacement locks, including key override function.

• On-site installation and training for Unaccompanied Housing staff.

• Specific Kaba lock parts required: 76EA - 79PS016T1KL30-626 RT PLUS LOCK LH, 76EA - 79PS016T1KL30-626 RT PLUS LOCK RH, 3EA-062-510484-K PRIVACY OFF KIT FOR DAYROOMS, KABA LOCK TRIM PLATE / 2 PER LOCK INSTALL.

• The Kaba locks and software are proprietary, and the current configuration at JBA only allows Kaba locks to communicate with Dormakaba software.

• There is no suitable replacement that would meet the agency's needs for a unified system.

• The Contracting Officer determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this Performance Work Statement (PWS) is to detail the requirements for installing and programming Dormakaba RFID keyless entry locks and systems for Building 1690, a dormitory at Joint Base Andrews.

• Removal of Existing Locks: Contractor shall remove all existing interior and exterior entry locks without damaging doors, frames, or surrounding surfaces. All debris must be collected and disposed of off-base according to federal, state, and local regulations.

• Installation of RFID Locks: Contractor shall install RFID RT Plus Locks and Kaba Lock Trim Plates on both sides of each door. Locks must be installed securely, operate properly, be level, uniformly installed, free of defects, and present a clean, professional appearance consistent with Air Force dormitory standards. No damage to government property is permitted.

• Programming of RFID Locks: Contractor shall program each lock to modify Ambiance with lock and key design for new access points. This includes updating the Ambiance Software on the existing standalone desktop computer and ensuring the system operates correctly with both newly installed and existing locks.

• Familiarization: Provide orientation for dormitory staff on the use of new equipment.

• Location: Building 1690, Joint Base Andrews.

• Hours of Operation: 6:00 A.M. – 3:30 P.M., Monday through Friday, excluding Federal holidays.

• Government Furnished Property (GFP): None. The government will not provide equipment, fuel, personnel, utilities, or facilities. Basic life-saving measures may be provided during emergencies.

• Security: All contractor personnel must abide by installation security regulations. U.S. citizenship or appropriate work authorization (Green Card, Work Visa, etc.) is required for employees. Valid state driver's license is required for driving on base. Pass and identification items must be obtained for employees and non-government vehicles.

• Weapons & Controlled Substances: Weapons and illegal controlled substances are strictly prohibited on Joint Base Andrews. Authorized combination tools and prescription medications (properly labeled and unexpired) are permitted under specific conditions.

• Workload Data: Building 1690 has 127 dorm room locks (including common areas) requiring replacement.

• Assumptions: Each door has one entry lock, rooms will be accessible, contractor provides all materials, work proceeds during normal duty hours, and no significant obstructions are anticipated.
